The Philippine Statistics Authority (PSA) cleared the conduct of the 2018 Labor Turnover Survey on 26 March 2018. 
 
The LTS is a quarterly survey conducted by the PSA. It aims to generate data on labor turnover and job vacancies as useful indicators of labor demand and general business situation of the country. Results of the survey provide government and the private sector a complete picture of labor demand and job turnover as inputs to decision making and policy formulation. 
 
This is the first time that the LTS will be conducted nationwide, covering a total of 5,469 sample establishments. 
 
The survey utilizes Php 15.7 million to cover maintenance and other operating expenses (MOOE) such as travelling, training, supplies, communication, salary for enumerator and encoder, representation and miscellaneous expense.
 
The schedule of distribution, collection and release of survey results is shown below:
 
 
Labor turnover refers to the change in the employment of an establishment during a reference period resulting from accession and separations of workers. Accessions (New Hires) refer to permanent or temporary additions to employment in the establishments due to expansion of business activity, replacement of separated workers and employment resulting from changes in methods/technology of production or services.
 
On the other hand, separations are terminations of employment due to quits or termination initiated by the employees and layoffs or terminations initiated by the employers due to economic reasons (e.g., lack of market, financial losses, redundancy, end of contract)  and non-economic reasons (e.g., gross negligence,  absence without leave).
 
Meanwhile, key results from the 3rd Quarter 2017 LTS released in February 2018 are as follows:
 
  • Labor turnover rate in large enterprises in Metro Manila is at 1.10 percent in the third quarter of 2017. This was lower than the rate recorded in the third quarter of 2016, which was 3.67 percent
  • Accession rate (8.91 percent) surpassed separation rate (7.81 percent) for the period resulting to a 1.10 percentage point difference. This indicates that 11 workers per 1,000 employed were added to the enterprise force.
  • The reported accession rate was contributed by the replacement of separated workers (4.73 percent) and accession due to business expansion (4.18 percent).
  • Rate of separation due to employees’ decision to quit their jobs was posted at 4.97 percent in 2017. On the other hand, rate of separation due to termination or layoff was registered at 2.84 percent
  • Among the major sectors, Industry posted the highest labor turnover rate at 1.38 percent.
 
The 2018 LTS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No.10625 to:                                                 
 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, establishments are enjoined to support the said statistical activity.
