Through its Statistical Survey Review and Clearance System (SSRCS), the Philippine Statistics Authority (PSA) renewed the conduct of four (4) fisheries surveys to be undertaken nationwide. These surveys will provide information on the volume and value of fish unloaded in different landing centers, as well as the volume and value of fish and other fishery production in aquafarms and households. The quarterly surveys renewed for clearance are as follows:
  1. 2017 Quarterly Aquaculture Survey (QAqS)
  2. 2017 Quarterly Inland Fisheries Survey (QIFS)
  3. 2017 Quarterly Commercial Fisheries Survey (QCFS)
  4. 2017 Quarterly Municipal Fisheries Survey (QMFS)
The 2017 QAqS aims to generate accurate and timely information on quarterly production, area, and price by aquafarm type and species covering all 81 provinces. This survey will be distributed to 6,881 sample aquafarms.
 
Meanwhile, the 2017 QIFS aims to generate accurate and timely information on quarterly volume and value of fish catch of inland fishing households by species covering 76 provinces. This survey will be distributed to 1,327 households engaged in inland fishing.
 
The 2017 QCFS will be undertaken to generate accurate and timely information on quarterly volume and value of fish unloaded at commercial fish landing centers by species covering 59 provinces. This survey will be distributed to 277 sample commercial fish landing centers.
 
On the other hand, the 2017 QMFS aims to generate accurate and timely information on quarterly volume and value of fish unloaded at municipal fish landing centers by species covering 67 provinces including the National Capital Region (NCR). This survey will be distributed to 850 sample municipal fish landing centers.
 
The budgets allocated for the quarterly fisheries surveys for 2017 are as follows:
  1. 2017 QAqS: Php 2.8 million or Php 410 per aquafarm
  2. 2017 QIFS: Php 1.0 million or Php 756 per household
  3. 2017 QCFS: Php 735,730.00 or Php 2,656 per landing center
  4. 2017 QMFS: Php 1.2 million or Php 1,461 per landing center
This will cover the preparatory activities, production, trainings of PSA technical staff, publication, and dissemination.
 
The key of results of the 2016 Fisheries Surveys are the following:
  • The volume of fisheries production in 2016 was reduced by 6.34% from its previous year’s level (i.e., from 4,649,312.63 metric tons in 2015 to 4,354,472.61 metric tons in 2016).
  • All subsectors experienced reduction in fisheries production due to the following:
  1. Commercial fisheries production declined by 6.35% (i.e., from 1,084,624.70 metric tons in 2015 to 1,015,732.98 metric tons in 2016) because of high sea water temperature brought by the El Niño phenomenon during the first semester of 2016. Meanwhile, conservation measures by the Western and Central Pacific Fisheries Commission (WCPFC) banning some fishing activities and use of handline gear in the high seas on January, February, and from July to September of 2016 resulted in less unloading of frozen tuna (skipjack and yellowfin) particularly in Region XII (SOCCSKSARGEN).
     
  2. On the other hand, prolonged hot weather conditions experienced in the coastal areas and rough seas and typhoons caused the decline in the volume of municipal fisheries production by 6.47% (i.e., from 1,216,526.72 metric tons in 2015 to 1,137,827.89 metric tons in 2016).
     
  3. High mortality and slow growth of species during the dry spell were found as the main causes in the decline of production of aquafarms by 6.27% (i.e., from 2,348,161.21 metric tons in 2015 to 2,200,911.74 metric tons in 2016). Relatedly, seaweed farms were affected by the ice-ice disease and epiphytes. Scarcity of planting materials and low buying price offered by seaweed traders all year round also resulted to fewer aquafarms in operation.
The results of the four surveys are scheduled to be released as follows:
  • Quarter 1 (January - March 2017) : 22 May 2017
  • Quarter 2 (April - June 2017) : 22 August 2017
  • Quarter 3 (July - September 2017) : 22 November 2017
  • Quarter 4 (October - December 2017) : To be announced on a later date
These fisheries surveys were reviewed and cleared for conduct under the SSRCS, a mechanism being implemented by the PSA by virtue of Rule 28 of the Implementing Rules and Regulations (IRR) of the Philippine Statistical Act of 2013 (R.A. No. 10625) to: 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection; and, 
  • achieve better coordination of government statistical activities.
In line with this, the public is enjoined to support the said surveys.
