The Philippine Statistics Authority (PSA) issues Memorandum Circular No. 01-2016 which enjoins all agencies of the government, local government units, academic institutions, state universities and colleges, and the private sector at the national and subnational levels to actively participate in and support the celebration of the 27th National Statistics Month (NSM) and the conduct of the 13th National Convention on Statistics (NCS) in October 2016.
The Circular, signed by then Secretary of Socioeconomic Planning and Chairperson of PSA Board, Dr. Arsenio M. Balisacan on 29 January 2016, calls for submission of detailed list of agency-proposed NSM activities to be conducted in October 2016. Likewise, participating organizations, universities/colleges and units of the government are requested to display the 27th NSM/13th NCS streamers/tarpaulin in the building faÃ§ade throughout the month of October.
The annual celebration of the NSM aims at: (a) promoting, enhancing, and instilling nationwide awareness and appreciation of the importance and value of statistics to the different sectors of society; and (b) eliciting the cooperation and support of the general public in upgrading the quality and standards of statistics in the country.
The NCS, on the other hand, is a triennial event conducted to: (a) provide a forum for exchanging ideas and experiences in the field of statistics and for discussing recent statistical developments and prevailing issues and problems of the PSS; and (b) elicit the cooperation and support of statisticians and professionals in related fields from the government, academe and private sector towards a more responsive statistical system.
The 27th NSM/13th NCS theme,“Sustainable Development: Making Statistics Count”, highlights the importance of statistics in tracking our nation’s progress towards achieving sustainable development in line with the United Nations’ program on the Post-2015 Agenda and Sustainable Development Goals.
The annual observance of the NSM is pursuant to Presidential Proclamation No. 647, “Declaring the Month of October of Every Year as the National Statistics Month”, signed on 20 September 1990 by then President Corazon C. Aquino. Meanwhile, the conduct of the NCS is pursuant to the National Statistical Coordination Board (NCSB) Resolution No. 6, s.2000,‘’Approving the Conduct of the National Convention on Statistics Every Three Years’’. In view of this, the public is encouraged to participate in the celebration of the 27th NSM and the conduct of the 13th NCS.
