Scope and Coverage


Chapter 1 - Management and coordination of the PSS

  • Institutional frameworks and principles (e.g., Fundamental Principles of Official Statistics); statistical policies (PSA Board); statistical development program (PSDP); organizational and legal aspects of the PSS (e.g., confidentiality, privacy, and security of data); coordination mechanisms; statistical financing; system of designated statistics, development of the administrative reporting forms review and clearance system (ARRCS), and statistical advocacy

  • Methodologies and standards for data collection and processing (for surveys and censuses and administrative data); development and maintenance of various statistical registers/master sample (household, business, establishment, enterprise, confidentiality and security); statistical standards and classification systems; data quality assurance framework

Chapter 4 – International cooperation

  • International cooperation programs, conventions/conferences, seminars, expert group meetings; participation in international trainings, and workshops relative to the production and utilization of statistics, study visits, methodological development, standards, and capacity building.

  • Statistics on labour force, labour market, employment and unemployment, economically active population, labour conditions, health and safety at work (accidents at work, occupational injuries and diseases, work-related health problems), working time and other working conditions, strikes and lockouts, job vacancies, job creation

  • Statistics activities on labour cost, earning and wages, both for structural and short-term statistics

Chapter 8 – Education and culture statistics

  • Statistics on education (participation, literacy, institutions and systems, lifelong learning, Technical Vocational Education and Training (TVET) and adult learning, student performance assessments, investments in education, impact of education)

  • Research, student financial assistance (e.g., scholarship, etc.) 

  • Statistics on cultural activities (theater, cinemas, museum,  libraries, mass media,  book production), expenditures and investments in culture and arts

Chapter 9 – Health and nutrition statistics

  • Health and mortality related statistics including life expectancy, health status, health and safety, health determinants (including lifestyle, nutrition, alcohol abuse), morbidity and  mortality (including infant and child mortality), nutritional status, food consumption

  • Philippine National Health Accounts (resources and expenditures, health care systems), health personnel and its remuneration, hospital admissions, pharmaceutical consumption and sales, environmental health

Chapter 10 – Social protection statistics

  • Social welfare, social insurance, labor market interventions, social safety nets

  • Social services (education and health), measures to protect and empower poor/ vulnerable disadvantaged groups), social insurance

  • Measures to protect the people against the risks of inadequate incomes associated with unemployment, ill health, invalidity, old age, parental responsibilities, or inadequate income following the loss of a spouse or parent, etc., includes statistics on pension beneficiaries, social security schemes, social protection expenditure, etc.

Chapter 11 – Security, justice and peace statistics

  • Statistics on peace and order (justice, operation of criminal justice system, justice safety, victims, clear-up rates, prison population, illicit drug production, drug use, and drug trafficking, crime incidence, convictions, correction and jail management, armed conflict and peace process)

  • Statistics relating to disaster management (e.g. number of evacuees, number of functional shelters, swiftness of response to man-made and natural emergencies)

Chapter 14 – Industry, trade, services and investment statistics

  • Statistics on specific industrial activities of enterprises such as manufacturing, mining, construction, electronics, tourism, and other emerging industries

  • Statistics on service sector/industry (e.g., BPOs) and non-profit institutions, 

  • Statistics on foreign and domestic trade (e.g., exports and imports of good and services, and other cross border transactions in the BOP)

  • Statistics on foreign and domestic investments (e.g., foreign direct investments, foreign aid, development assistance, market access, tariffs, local business investments)

  • Economic activities of enterprises (business demography, business investment, business services, demand for services, industrial performance, enterprises by size class, industrial production, commodities, structure of sales and services, outputs of the service industries, non-profit institutions)

Chapter 15 – Agriculture and agrarian reform statistics

  • Agriculture, fishery and agrarian reform (e.g., farm structure, agricultural trade, agriculture and fishery labor, crop, animal and fishery production, agro-industries, food production and safety, fishery resource assessment, land distribution)

  • Statistics on land size, land use (i.e. per crop or livestock, aquaculture), number of farmers per type of commodity and by type of land ownership (i.e. tenant, landowner), costs and returns accounts

Chapter 16 – Energy and water statistics

  • Energy supply and demand, sources of energy such as petroleum, renewable energy, and alternative fuels; energy consumption; energy balances; oil pump prices and trend movements

Chapter 17- Transport and infrastructure statistics

  • Statistics on various transport modes (air, rail, road, railway, maritime), transport infrastructures, equipment, road traffic (flows and accidents), energy consumption related to transport, transport enterprises (including public transport), passenger and freight transport, transport sector trends, road traffic accidents; collection of transport infrastructure accessed by persons with disabilities; value of goods and services transported within the Philippines

Chapter 18 – Tourism statistics

  • Statistics on visitor activities (e.g, tourist arrivals/departures, overnight stays, accommodation, expenditures, purpose of visit) associated to different forms of tourism (inbound, domestic and outbound) with foreign and local breakdowns

Chapter 19 - Monetary, price and financial statistics

  • Government finance, fiscal and public sector statistics (e.g., statistics on debt, deficit, revenue/ taxes, expenditure, social security, state pension, and public sector employment)

  • Money, banking and financial market statistics (e.g., financial accounts, money supply, private sector insurance and pension funds, interest rates,  exchange rates, stock market indicators, securities, bank profitability, external debt)

  • Statistics on research and development (R&D) activities, technological innovations, patents, high-tech industries, knowledge-based services
