Highlights of the 2021/2022 Integrated Survey on Labor and Employment: Occupational Safety and Health Practices: 2021

The 2021/2022 Integrated Survey on Labor and Employment (ISLE) covers formal establishments employing at least 20 or more workers. This module showed the results of the rider questions from the Occupational Safety and Health Center on the compliance to safety and health control measures in the working environment.

1. Establishments with Preventive and Control Measures Against Safety and Health Hazards Decreased by 2.6 Percentage Points in 2021

a. Of the 36,342 estimated total number of formal establishments with 20 or more workers, 96.0 percent or 34,895 establishments have conducted preventive and control measures to protect workers from unnecessary danger and harm in their workplaces in 2021. This indicates a decrease of 2.6 percentage points from the 98.6 percent reported in 2019. (Figure 1 and Table 1)

b. The most common preventive and control measure practiced in establishments was designating safety/health officers and/or first-aiders with 86.4 percent share to the estimated total number of establishments. This was followed by posting of safety signages and warnings (71.5%) and organizing safety and health committee (70.0%). (Table 5)

c. By major industry, all establishments in Mining and Quarrying (100%) have placed preventive and control measures. Other industries with high proportion of conducted preventive and control measures were Electricity, Gas, Steam and Air Conditioning Supply (98.7%) and Human Health and Social Work Activities Except Public Health Activities (98.5%). (Figure 2 and Table 1)

d. By region, Caraga had the highest proportion of establishments with preventive and control measures at 98.5 percent, followed by Davao Region at 98.3 percent and Central Visayas at 97.6 percent. (Table 4)

2. Almost all the Establishments have Implemented Occupational Safety and Health (OSH) Policies/Programs

a. To ensure occupational safety and good health conditions among the employees in establishments, 92.6 percent or 33,650 establishments of the estimated total number of establishments in 2021 implemented various Occupational Safety and Health (OSH) policies and programs. This indicates a 3.2 percentage points decrease from the 95.8 percent, or 36,694 establishments reported in 2019. (Figure 1 and Table 2)

b. Policy on smoke-free workplace was the most prevalent OSH policy/program implemented with 73.8 percent share of the estimated total number of establishments. This was followed by fire prevention and control program (69.2%) and policy and program on anti-sexual harassment (59.6%). (Figure 3 and Table 6)

c. Establishments under Electricity, Gas, Steam and Air Conditioning Supply was the industry with the highest implementation of OSH policies/programs within their establishments with 98.0 percent. This was followed by Mining and Quarrying (96.5%) and Human Health and Social Work Activities Except Public Health Activities (96.4%). (Table 2)

d. Davao region recorded the highest proportion of establishments within the region that implemented OSH policies/programs at 95.9 percent. This was followed by the National Capital Region (94.5%) and Caraga (94.3%). (Table 4)

3. Five of Six Establishments Conducted Work Safety and Health-Related Trainings/Seminars

a. In 2021, 83.5 percent or 30,342 establishments availed work safety and health-related trainings/seminars for their employees. This represents a decline of 2.3 percentage points from 85.8 percent, or 32,860 establishments reported in 2019. (Figure 1 and Table 7)

b. The most frequent OSH-related training/seminar availed by establishments was first-aid training with 22,408 or 61.7 percent, followed by fire safety training with 19,702 (54.2%), and 40-hour Basic Occupational Safety and Health Training for Safety Officer 2 with 13,430 (37.0%). (Figure 4 and Table 7)

c. More than half, or 55.3 percent of the estimated total number of establishments that availed OSH-related trainings/seminars had OSH-related training conducted by the Bureau of Fire Protection. This was followed by establishments whose OSH-related training was conducted by the company itself (53.2%) and by the establishments whose OSH-related training was conducted by the Philippine Red Cross (47.3%). (Table 8)

4. Six in every Seven Establishments have Designated Health and Safety Personnel

a. In 2021, 86.4 percent or 31,410 establishments have designated safety and health personnel. This shows an increase of 4.7 percentage points from the 81.7 percent, or 31,299 establishments reported in 2019. (Figure 1 and Table 3)

b. The most common designated health and safety personnel were certified first-aiders with 60.5 percent. This was followed by Safety Officer 1 (49.2%) and Safety Officer 2 (33.9%). (Figure 5 and Table 9)

c. Among the industries, Electricity, Gas, Steam and Air Conditioning Supply had the highest proportion of designated health and safety personnel in their establishments with 94.3 percent. This was followed by Human Health and Social Work Activities (94.0%) and Construction (92.6%). (Table 3)

d. By region, Central Visayas registered the highest proportion of establishments with designated health and safety personnel at 94.7 percent. This was followed by the National Capital Region with 93.9 percent and Region III - Central Luzon with 89.6 percent. (Figure 6 and Table 4)
