APPROVAL AND ADOPTION OF THE STATISTICAL FRAMEWORK AND GLOSSARY RELATED TO THE PROTECTION OF WOMEN AND CHILDREN

WHEREAS, Article II, Section 11 of the 1987 Philippine Constitution provides that “The State values the dignity of every human person and guarantees full respect for human rights;”

WHEREAS, the Philippines as a signatory to the Convention on the Elimination of All Forms of Discrimination against Women is committed to take all appropriate measures to ensure the full development and advancement of women for the purpose of guaranteeing the exercise and enjoyment of human rights and fundamental freedom on the basis of equality with men;

WHEREAS, Republic Act 8353 known as the Anti-Rape Law of 1997 has expanded the definition of rape as a crime against persons;

WHEREAS, Republic Act 7610 provides for stronger deterrence and special protection against child abuse, exploitation and discrimination including penalties for its violation;

WHEREAS, there is public concern on the increasing number of reported cases of violence against women and children (VAWC);

WHEREAS, NSCB Memorandum Order No. 1-97, created the inter-agency Task Force to Generate Statistics on Violence against Women and Children to (1) formulate a framework on the development of statistics on VAWC; (2) review the concepts, definitions, issues, and problems related to the generation of VAWC statistics; (3) review related studies on VAWC; and (4) develop and recommend a methodology for generating the needed statistics;

WHEREAS, there is a need for government agencies, non-government organizations, private sectors, and academe to speak a common language with regard to VAWC and make statistical reports comparable across agencies;

WHEREAS, the Statistical Framework on Violence against Women and Children defines the national goals, issues and concerns of VAWC requiring necessary data support for the analysis and assessment of existing conditions and initiatives;

WHEREAS, the Glossary on Violence against Women and Children and Other Related Concepts (for statistical purposes) was developed to promote a common understanding and interpretation of statistics on VAWC and was formulated in conformity with related Philippine laws and international conventions on the rights of women and children;

WHEREAS, the Task Force to Generate Statistics on VAWC and the NSCB Technical Staff have reviewed and finalized both the Statistical Framework on VAWC and the Glossary on Violence against Women and Children and Other Related Concepts (for statistical purposes) and are recommending the same for approval by the NSCB Board;

WHEREAS, the majority of the Board members through a referendum approved the Statistical Framework on VAWC and the Glossary on Violence against Women and Children and Other Related Concepts (for statistical purposes);

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the Statistical Framework on VAWC and the Glossary on Violence against Women and Children and Other Related Concepts (for statistical purposes) and direct all concerned government agencies to adopt these instruments in the generation and analysis of VAWC statistics;

BE IT RESOLVED FURTHER that (a) the Statistical Framework on VAWC and the Glossary on Violence against Women and Children and Other Related Concepts (for statistical purposes) shall form part of a wider statistical framework on public order, safety and justice; and (b) the Board now dissolve the Task Force to Generate Statistics on VAWC and continuing efforts on the development of VAWC Statistics shall be part of the terms of reference of the Inter-agency Committee on Gender Statistics.

Approved through a referendum conducted on the 5th day of July 2001.
