PROVISION OF TECHNICAL ASSISTANCE BY THE NSCB IN THE IMPLEMENTATION OF STATISTICAL DEVELOPMENT PROJECTS

WHEREAS, the promotion and maintenance of an efficient statistical system in government is one of the functions of the National Statistical Coordination Board as provided for in Executive Order No. 121;

WHEREAS, there is a pressing need to institute mechanisms aimed at enhancing/improving or developing the capabilities of statistical agencies to generate timely, accurate and useful data towards a more efficient PSS;

WHEREAS, one of the mechanisms available to the NSCB is the provision of technical assistance to agencies in the initiation and programming of statistical development projects/activities;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the NSCB Technical Staff immediately adopt a scheme of providing technical assistance to agencies in the initiation and implementation of statistical development projects with the end-in-view of improving/developing their statistical capabilities;

BE IT RESOLVED FURTHER, that the NSCB Secretary General be authorized to issue the necessary guidelines, rules and procedures governing the availment of the technical assistance by agencies and to review and approve proposals for statistical development projects.

GUIDELINES, RULES AND PROCEDURES ON THE PROVISION OF TECHNICAL ASSISTANCE TO AGENCIES BY THE NSCB IN THE IMPLEMENTATION OF STATISTICAL DEVELOPMENT PROJECTS

1.0 Purpose. The following guidelines and procedures are issued to implement the intents and provision of NSCB Resolution No. 1-88 which authorized the NSCB Technical Staff to draw up guidelines in the provision of technical assistance to agencies in the implementation of statistical development projects either solely or jointly with the NSCB.

2.0 Rationale. In view of the new structure of the NSCB budget as embodied in the General Appropriations Act for 1988, the old system of funding statistical development projects is no longer workable. However, a portion of its lumpsum appropriation for personal services can be tapped to provide technical assistance for statistical development projects/activities.

3.0 Guidelines and Procedures.

3.1 Proponent agencies shall submit project proposals to the NSCB Technical Staff for evaluation and prioritization using the attached forms prescribed for the purpose.

3.2 Based on the approved proposal, the NSCB and the agency shall enter in to a Memorandum of Agreement.

3.3 The technical assistance that shall be provided by NSCB will include the deployment of contractuals to the Project as may be necessary and within the approved allocation for the Project.

3.3.1 The contractuals shall be considered employees of the NSCB and as such, all matters involving personnel management and control shall be the responsibility of NSCB.

3.3.2 The salaries and allowances of said contractual personnel, which shall be based on OCPC-approved rates, shall be paid by the NSCB chargeable against its appropriation for Personal Services. Furthermore, additional personnel benefits that may be authorized by the government shall be borne by the NSCB.

3.4 Regular personnel of the agencies involved in the implementation of the Project and paid honoraria at OCPC-approved rates to be drawn from the budgets of their respective mother agencies subject to approval of the head of the agency and to the availability of funds.

3.5 Separate books of accounts shall no longer be maintained for the projects. Disbursements shall be under the control of the respective agency heads.
