APPROVING THE HONORARIUM INCREASE FOR DECS PERSONNEL WHO ARE NOT ENTITLED TO SERVICE CREDITS

WHEREAS, the National Statistics Office (NSO) with the assistance of the Department of Education, Culture and Sports (DECS) will undertake a Census of Population and Housing starting May 5, 1990;

WHEREAS, a census offers a good opportunity for the collection of data on a nationwide scale;

WHEREAS, Section 12 of NSO-DECS Memorandum of Agreement signed on February 3, 1990 set the honorarium of DECS personnel involved in the census as follows:

Census Area Supervisors - P1,600.00
Team Supervisors - P1,300.00
Enumerators - P1,000.00

WHEREAS, Section 14 of said memorandum states that District Supervisors, principals, head teachers and classroom teachers shall receive one (1) day service credits for each day of actual service rendered for census work;

WHEREAS, DECS Order No. 16, s. 1990, dated March 14, 1990, states that since the District supervisors, principals and head teachers are on a vacation leave basis, they shall be on official time and therefore, not entitled to service credits;

WHEREAS, the nature of census work is demanding and the compensation set for head teachers, principals and district supervisors of DECS may not be commensurate to the nature of work involved in the conduct of the 1990 Census of Population and Housing;

WHEREAS, to compensate the census supervisors more fairly, there arose a need to increase the honorarium set in said memorandum of agreement and such increase shall be charged to census funds;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the proposal to increase the abovementioned honorarium for DECS personnel who are not entitled to service credits be approved by the Board as follows:

Census Area Supervisors - from P1,600.00 to P2,000.00

Team Supervisors and Asst. Census Area Supervisors - from P1,300.00 to P1,600.00

Enumerators - from P1,000.00 to P1,600.00
