Adoption of Official Infant Mortality Rates at the National and Regional Levels

ADOPTION OF OFFICIAL INFANT MORTALITY RATES AT THE NATIONAL AND REGIONAL LEVELS

WHEREAS, the Task Force on Infant Mortality Rate (TF-IMR) was created by the NSCB Technical Committee on Population and Housing Statistics (TC-PHS) in its meeting held 5 July 1991;

WHEREAS, the TF was tasked to review and assess the latest IMR estimates and the corresponding methods used to arrive at these estimates; and to recommend the most reasonable IMR estimates at both national and regional levels;

WHEREAS, the recommended IMRs at the national and regional levels are drawn from the indirect estimates based on national demographic surveys;

WHEREAS, these surveys are nationally representative and derivation of the indirect estimates of IMRs necessitates the use of model life tables;

WHEREAS, there are two models that represent Philippine mortality patterns, namely: the Latin American from the UN Model Life Tables for developing countries and the West from the Coaly and Demeny Regional Model Life Tables;

WHEREAS, it has been found that the observed mortality patterns of the Philippines based on constructed life tables for 1960, 1970, 1975 and 1980 showed a closer fit to the Latin American compared to the West Model;

WHEREAS, the recommended IMR estimates at the national and regional levels for 1976-1986 (except 1990) was submitted by the TF to the Board and was subsequently approved in its meeting held last 22 May 1992;

WHEREAS, after thorough discussions and in-depth studies, the 1990 national and regional IMR estimates were endorsed by the TC-PHS and approved by the Board in a referendum held last 14 December 1992;

WHEREAS, in a special meeting held last 8 January 1993, the national population projections utilizing key demographic indicators such as these IMRs were approved by the Board;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the IMRs for the years 1976 to 1990 as shown in the attached table be adopted for planning and policy/decision-making purposes.
