CONDUCT OF MID-DECADE CENSUS OF POPULATION

WHEREAS, population statistics are required as basis in redistricting and allocating congressional and municipal level representation, validating the accuracy of the voters’ registration and determining target clientele for various types of basic services;

WHEREAS, it is desirable that these population statistics accurately describe the population distribution in the country;

WHEREAS, a Task Force (TF) on the Mid-Decade Census of Population was created through NSCB Memorandum Order No. 3, series of 1992, and was placed under the Committee to Rationalize Major Surveys and Censuses;

WHEREAS, the TF was tasked to study the feasibility of conducting a mid-decade census of population;

WHEREAS, the TF evaluated the advantages and disadvantages of conducting a quinquennial population census and evaluated the practices of the other countries in the conduct of their censuses of population to serve as basis in rationalizing and determining the need for a mid-decade population census for the Philippines;

WHEREAS, the member agencies of the TF approved, through a referendum, the conduct of a mid-decade census of population;

WHEREAS, the Committee to Rationalize Major Statistical Surveys and Censuses has endorsed the recommendation of the TF for the conduct of a mid-decade census of population;

WHEREAS, the local government units will benefit from a more accurate distribution of internal revenue allocation;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the conduct of the mid-decade population census as well as the recommendations of the TF as enumerated in its final report;

BE IT RESOLVED FURTHER, that the Board favorably endorse the proposed Senate Bill which repeals Batas Pambansa Blg. 72.
