Recommendations of the Committee to Rationalize Major Surveys and Censuses

RECOMMENDATIONS OF THE COMMITTEE TO RATIONALIZE MAJOR SURVEYS AND CENSUSES

WHEREAS, under NSCB Resolution No. 7, series of 1991, the National Statistical Coordination Board (NSCB) created a Committee to Rationalize Major Surveys and Censuses, primarily to recommend which of the major statistical surveys and censuses shall be conducted, their respective time lag and frequency given the needs of the users and available resources, and also to provide the direction and strategies for the rationalization of said activities;

WHEREAS, the Committee, in the performance of its functions, created the Technical Working Groups on Household Surveys, Establishment Surveys and Consultation with Data Users composed of major data producers and users;

WHEREAS, the Committee and the three TWGs undertook the following activities:

  1. assessment of the major surveys and censuses in terms of data items generated, frequency, sampling design, time lag and response rate;

  2. identification of the factors affecting the timeliness and other related problems of data producers;

  3. gathering of feedbacks from selected users and respondents from the private sector; and

  4. formulation of the criteria for prioritization of the surveys and censuses

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the attached Report of the Committee containing the following:

  1. recommendations towards improving the relevance, timeliness and accuracy of the data generated therefrom;

  2. prioritization of the major surveys and censuses;

  3. prescribed frequency of data collection, time lag and disaggregation of the survey results; and

  4. a Ten-Year Program from 1994-2004 of said activities.

BE IT RESOLVED FURTHER, that the preparation of a program of action be coordinated by the NSCB-Technical Staff to ensure the implementation by concerned agencies of the recommendations outlined in the Committee report.
