ENJOINING DIFFERENT AGENCIES TO PROMOTE GENDER CONCERNS IN THE GENERATION OF STATISTICS

WHEREAS, Art. II, Sec. 14 of the 1987 Philippine Constitution provides that, “The State recognizes the role of women in nation-building, and shall ensure the fundamental equality before the law of women and men;”

WHEREAS, RA 7192 known as the “Women in Development and Nation Building Act,” a legislative milestone in the pursuit of women’s advancement in public life, enunciates that it is the basic policy of the state to grant equal rights and opportunities to men and women;

WHEREAS, the government has adopted the Philippine Development Plan for Women (PDPW), 1989-1994 and issued Executive Order 348 directing all government agencies to implement the programs outlined in the Plan;

WHEREAS, a successor plan, the Philippine Plan for Gender-Responsive Development (PPGD), 1995-2025 is being formulated to spell out gender-related goals and objectives, and set forth comprehensive policies, strategies and program areas that need to be adopted and implemented in the long term;

WHEREAS, the Philippines is one of the signatories to the Convention on the Elimination of all Forms of Discrimination Against Women in 1984 and has also committed itself to the implementation of the Nairobi Forward-Looking Strategies for the Advancement of Women;

WHEREAS, in support of RA 7192, the Philippine Statistical Development Program (PSDP) 1993-1998 translates the mission of the Philippine Statistical System into programs and activities, among others, to produce gender-sensitive statistics for all sectors of the economy;

WHEREAS, the availability of a comprehensive set of information which is gender-sensitive will provide a sound basis for formulating plans and programs aimed at improving the status of women as well as for monitoring the impact of such plans and programs;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board direct all government agencies to promote gender concerns in the production and dissemination of statistics for planning and policy/decision-making purposes.
