APPROVING THE REVISED GUIDELINES
ON THE MODIFICATION OF DESIGNATED STATISTICS

 

WHEREAS, the System of Designated Statistics (SDS) was established through Memorandum Circular No. 01, s. 1994, as a mechanism to identify the most critical and essential statistics required for social and economic analysis/planning based on approved criteria;

WHEREAS, the SDS establishes priorities for data production and provides a means for more rational resource allocation among government statistical activities;

WHEREAS, NSCB Resolution No. 11, s. 1994, provides the initial list of designated statistical activities as per review and evaluation of the regular statistical activities in the government by the NSCB Technical Staff (NSCB TS);

WHEREAS, Executive Order No. 352 (EO 352), issued on 01 July 1996, designates the statistics and statistical activities that will generate critical data for decision-making of the government and the private sector, including the agencies responsible and other metadata;

WHEREAS, EO 352 stipulates that the NSCB TS shall regularly conduct adequate consultation with the data users and producers as a means of updating the list of designated statistics;

WHEREAS, EO 352 provides that any modification, addition or deletion from the list of designated statistics shall be approved through a Board Resolution in accordance with its implementing guidelines;

WHEREAS, to ensure the responsiveness of the SDS to the evolving and emerging needs of data users and stakeholders, a revision of the existing guidelines is necessary;

WHEREAS, the NSCB TS reviewed and revised the existing modifications on the designated statistical activities, as provided for in NSCB Resolution No. 2, s. 2000;

WHEREAS, the revised guidelines provide the criteria, among others, for the following modification of designated statistics: 1) designation of new statistics and relevant statistical activity/ies; 2) changes/improvement in the attributes (periodicity of statistics, disaggregation, schedule of data release/time lag, methodology, and/or title of designated statistics); and 3)  delisting of statistics/indicators which are no longer considered priority or relevant;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the Revised Guidelines on the Modification of Designated Statistics (Annex BR-07-20130322-01).
