MONITORING THE GOALS OF THE PHILIPPINE PLAN
OF ACTION FOR CHILDREN

WHEREAS, the 1987 Philippine Constitution declares that the State shall defend the right of the children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development;

WHEREAS, the overall context of the Philippine Constitution and the Philippine Child and Youth Welfare Code serves as the framework for the promotion of the welfare of Filipino children;

WHEREAS, consistent with this context, the government is a signatory to the World Declaration on the Survival, Protection and Development of Children agreed upon at the World Summit for Children on September 30, 1990 in support of the Convention on the Rights of the Child (CRC) which was adopted by the United Nations General Assembly on November 30, 1989;

WHEREAS, the Philippines responded to the World Summit and the CRC by formulating the Philippine Plan of Action for Children (PPAC) and by incorporating PPAC targets in the Philippine Medium-Term Development Plan;

WHEREAS, the PPAC serves as the basis of the Government’s response to the United Nations on the progress of implementation of the World Declaration on the Survival, Protection and Development of Children and the CRC;

WHEREAS, the GOP and the UNICEF have entered into an agreement under the Fourth Country Program for Children (CPC IV) which a program of cooperation towards the attainment of selected PPAC goals for child survival, development and protection;

WHEREAS, the Council for the Welfare of Children (CWC) will be tasked with the monitoring of all aspects of the PPAC while the NSCB will be responsible for the development and collection of data for the indicators in monitoring PPAC goals;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Philippine Statistical System undertake the monitoring of the PPAC goals as part of the contribution of the Philippine Government to the above-mentioned international commitments. Concerned government agencies are hereby enjoined to cooperate with and give support to the NSCB in its task of monitoring these goals.
