APPROVING THE CREATION OF AN INTER-AGENCY COMMITTEE ON FOREIGN DIRECT INVESTMENTS STATISTICS

WHEREAS, the Foreign Investments Information System (FIIS) Project was undertaken by the National Statistical Coordination Board (NSCB) jointly with the Bangko Sentral ng Pilipinas (BSP), Securities and Exchange Commission (SEC), Board of Investments (BOI), and Bureau of Trade and Consumer Protection (BTRCP) in order to establish a comprehensive foreign direct investment database and to maintain a register of firms with foreign direct investments;

WHEREAS, the Project has established the 1991-1992 baseline FDI data and the 1994 Register of Firms;

WHEREAS, other government agencies such as the Philippine Economic Zone Authority (PEZA), Clark Development Corporation (CDC), Subic Bay Metropolitan Authority (SBMA) and the National Statistics Office have been identified as sources of relevant data needed in the regular updating and maintenance of the FIIS;

WHEREAS, the National Statistical Coordination Board (NSCB) as the highest policy making body on statistical matters, shall be the depository of foreign direct investments data until such time that an agency is officially designated to maintain the FIIS;

WHEREAS, an Inter-Agency Committee on Foreign Direct Investments Statistics (IACFDIS) is proposed to be created to advise the Board in the rationalization and integration of foreign direct investments data in all aspects including collection, processing and dissemination;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the creation of the Inter-Agency Committee on Foreign Direct Investments Statistics (IACFDIS) as an interim arrangement prior to the institutionalization of the Foreign Investments Information System.
