Creating a Special Committee to Review the Philippine Statistical System

CREATING A SPECIAL COMMITTEE TO REVIEW
THE PHILIPPINE STATISTICAL SYSTEM

WHEREAS, Executive Order No. 366 was issued by the President directing the conduct of a strategic review of the operations and organizations of the Executive Branch for the purpose of improving the quality and efficiency of government services;

WHEREAS, a Task Force on the Preparation of a Rationalization Plan for the Philippine Statistical System (PSS) was created per NSCB Resolution No. 16, s. 2004, and NSCB Memorandum Order No. 03, s. 2005, to undertake a strategic review of the operations and organizations of the statistical system;

WHEREAS, the Task Force, composed of the major statistical agencies, such as the National Statistical Coordination Board (NSCB), National Statistics Office (NSO), Statistical Research and Training Center (SRTC), Bureau of Agricultural Statistics (BAS), and the Bureau of Labor and Employment Statistics (BLES), has been tasked to review and assess the current structure and organizations, mandates, functions, resources, products and services in the PSS, and recommend on how the PSS can improve and be more effective in the delivery of its products and services;

WHEREAS, the Task Force recommended that the strategic review is best undertaken by an independent body composed of respected statisticians and eminent persons who are knowledgeable and familiar with the situation prevailing in the statistical system;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the NSCB Executive Board approve the creation of a Special Committee to Review the Philippine Statistical System, with the following composition and functions:

Specifically, the Special Committee is tasked with the conduct of a review and evaluation of the following aspects and come up with a set of recommendations on the overall improvement of the PSS in relation to its effectivity, efficiency, objectivity and integrity in the delivery of statistical products and services to the various clients and stakeholders:

  1. Organizational structure and linkages of the PSS in planning, coordinating and managing statistical activities;

  2. Functions and mandates of the major statistical agencies and other statistical units in the government vis-à-vis their outputs, products and services;

  3. Adequacy of the legal framework governing the operations of the statistical system;

  4. Integrity and comprehensiveness of the statistical products of the major statistical agencies and other statistical units in the government, particularly in terms of technical soundness, timeliness and responsiveness;

  5. Mechanisms to facilitate archiving and access by users of statistical outputs, such as data and other materials generated by the system;

  6. Relevance and adequacy of the statistical outputs, products and services of the PSS in meeting the data requirements of the various data users and clientele; and

  7. International best practices on statistical systems that could possibly be adopted in the Philippines.

BE IT RESOLVED FURTHER, that:

  1. The Committee shall conduct interviews, consultations and workshops as may be needed in order to obtain information necessary to come up with its findings and recommendations and shall complete its tasks within seven (7) months.

  2. The current heads of the major statistical agencies shall serve as principal resource persons to the Committee.

  3. An inter-agency secretariat composed of selected technical staff from the Philippine Institute for Development Studies (PIDS), NSCB, NSO, SRTC, BAS and BLES shall be created to provide technical and administrative support to the Committee. The technical staff shall be the permanent representatives of the agencies to the secretariat, which will be based at PIDS. 

  4. Funding support to this activity shall be requested from the Department of Budget and Management (DBM), Bangko Sentral ng Pilipinas (BSP) and the PIDS.  For expediency, the PIDS shall manage the fund according to the approved budget, engage the consultants for the conduct of special studies and set up its meetings, and organize the workshops and consultative meetings.
