Approving 2000 as the Next Benchmark Year for the Input-Output (I-O) Accounts

APPROVING 2000 AS THE NEXT BENCHMARK YEAR
FOR THE INPUT-OUTPUT (I-O) ACCOUNTS

WHEREAS, the development and utilization of Input-Output Accounts have provided planners, policy makers and researchers with an effective tool for economic analysis and policy formulation;

WHEREAS, pursuant to Executive Order No. 352 – Designation of Statistical Activities That Will Generate Critical Data For Decision-Making of the Government and Private Sector - issued on 01 July 1996, the preparation of the Input-Output was tasked with the National Statistical Coordination Board (NSCB) in coordination with the National Statistics Office.

WHEREAS, the same EO provides that the benchmark IO in the Philippines should be compiled every five years and be released one year after the release of the Census of Establishments (now the Census of Philippine Business and Industries).

WHEREAS, during the 2000 ASEAN Regional Meeting on National Accounts held in Bangkok, Thailand, one of the major recommendations was for countries to adopt the year 2000 as the next base year for the national accounts in which IO is an integral part;

WHEREAS, 2000 is being proposed as the next benchmark IO in considerations on availability of IO data, the recommendation from the ASEAN Meeting on National Accounts and after a careful evaluation of the NSCB and NSO;

WHEREAS, following EO 352, 2005 shall be the next benchmark IO year after the 2000 benchmark IO.

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the recommendations of the NSCB Technical Staff for the approval of 2000 as the next benchmark year for Input-Output Accounts.

BE IT RESOLVED FURTHER, that the Board enjoin all data producing agencies to include as part of the agency’s statistical program the generation and production of data needed in the compilation of Benchmark IOs.
