APPROVING THE DATA ARCHIVING POLICIES AND GUIDELINES FOR THE PHILIPPINE STATISTICAL SYSTEM

WHEREAS,  one of the activities identified for implementation under the Government Statistics Accessibility Program (G-SAP) is the development of electronic data archives for Philippine statistics;

WHEREAS, under NSCB Resolution No. 11, Series of l997, the adoption of data archiving measures by the Philippine Statistical System (PSS) has been identified as a key policy to ensure the preservation, systematic storage and retrieval of statistical data, including records and metadata;

WHEREAS, NSCB Memorandum Order No. 7, Series of 2000 approved the creation of a Task Force on Electronic Data Archiving for Philippine Statistics and one of its functions is to formulate policies on the implementation of the archiving program for the PSS;

WHEREAS, a Technical Working Group on IT Dimension (TWG-IT) was created by this Task Force on 08 August 2001 to assist it in drafting the policies, specifically on the IT dimension;

WHEREAS,  after a series of meetings, the Task Force came up with the Policies and Guidelines  on Data Archiving  for the PSS;

WHEREAS,  six (6) pilot agencies, namely:  the NSCB, NSO, BAS, BLES, BSP and  the Department of Education,    were identified to develop the prototype archives;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the "Data Archiving Policies and Guidelines for the Philippine Statistical System "  as basis for the implementation of the archiving program for the PSS;

RESOLVED FURTHER that concerned agencies submit to the NSCB  Technical Staff an annual status report of their data archiving activities and incorporate electronic data archiving as an integral component of their Information System Strategic Plan.

The Task Force, having completed its work, is hereby dissolved.
