APPROVING THE AMENDMENTS TO THE PHILIPPINE STANDARD COMMODITY CLASSIFICATION REVISION 2

WHEREAS, a standard classification is necessary to enhance the uniformity and comparability of commodity statistics compiled in the country;

WHEREAS, the National Statistical Coordination Board in coordination with concerned agencies through its Technical Committee on Statistical Standards and Classifications (TCSSC) prepared and issued in 1993 the Philippine Standard Commodity Classification Revision 2 which had been aligned with the 1985 Tariff and Customs Code of the Philippines (TCCP) as amended;

WHEREAS, the Tariff Commission has prepared the 1997 TCCP, otherwise known as the Harmonized Commodity Description and Coding System (HS), incorporating the series of further amendments based on a number of Executive Orders issued by the President, to the customs code in accordance with the provisions of the Final Act of the Uruguay Round of Multilateral Trade Negotiations;

WHEREAS, there is a need to maintain harmony between the Philippine Standard Commodity Classification (PSCC) and the TCCP/HS to facilitate translation of customs data in terms of the PSCC for purposes of economic analysis;

WHEREAS, the NSCB Technical Staff in coordination with the Technical Committee on Statistical Standards and Classifications (TCSSC) and its Technical Working Group on Commodity Classification (TWG-CC) has prepared the amendments to the PSCC Revision 2 to realign it with the 1997 TCCP/HS;

NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve and recommend for adoption by concerned government agencies and instrumentalities the amendments to the PSCC Revision 2.
