National Statistician Dennis S. Mapa signs the finalized CBMS Act IRR at PSA Office in Eton Centris Cyberpod Three.

20 May 2020 – QUEZON CITY. The Philippine Statistics Authority (PSA) signed the Implementing Rules and Regulations of Republic Act 11315 or An Act Establishing A Community-Based Monitoring System (CBMS) and Appropriating Funds Therefor. A ceremonial signing was held last Wednesday at PSA, Eton Centris Cyberpod Three, Quezon City.

National Statistician Dennis S. Mapa signed the finalized CBMS IRR in the presence of Sen. Sherwin “Win” T. Gatchalian and the Department of the Interior and Local Government (DILG) Assistant Secretary Marjorie N. Jalosjos as witnesses to this auspicious moment in statistical advancement. Also, in attendance were several PSA officials, following the physical distancing measures implemented by the government.

RA 11315 was passed into law by President Rodrigo R. Duterte on 17 April 2019. The implementing rules and regulations provides direction of the implementation of the large-scale initiative to collect data for the fight against poverty. This monumental undertaking will include the assistance of the Local Government Units (LGUs), the Philippine Statistical Research and Training Institute (PSRTI), and the DILG.

The PSA, as the lead implementing agency of the CBMS, in consultation with other national and regional government agencies, international organizations, civic organizations, authors/sponsors of the law from both House of Representatives and the Senate of the Philippines, local officials, planners, academe, and the private sector crafted and finalized the IRR of the said law.

National Statistician Mapa stated that the CBMS’ primary importance is to target vulnerable households especially during this time of pandemic. He enumerated the ways forward of the CBMS program. Moreover, the CBMS will pave way in amplifying the services of local level key indicators of various quality of life aspects in cities and municipalities. Through the assessment of the localized generated poverty statistics, the PSA aims to achieve the goal of AmBisyon Natin 2040: making Filipinos strongly rooted, comfortable, and secured.
