Number of constructions up by 8.0 percent during the second quarter of 2019
The total number of constructions in the second quarter of 2019 reached 43,394 according to the preliminary results of construction statistics from approved building permits issued by the Local Building Officials (LBOs) nationwide. This reflects an increase of 8.0 percent from 40,182 constructions recorded during the same quarter of 2018. (Table A)
By type of construction, residential construction reported the highest number at 32,077 or 73.9 percent of the total number of constructions. Compared with the second quarter of 2018, residential construction posted a 10.4 percent increase this quarter. The growth was attributed by the two-digit increases of residential condominium (71.4%), other residential (60.0%), duplex/quadruplex type (48.7%) and single-type houses (12.9%). (Tables A and A.1)
Among types of residential constructions, single type house reported the highest number of constructions with 27,981 or 87.2 percent of the total. This was followed by apartment/accessoria and duplex/quadruplex with 3,282 (10.2%) and 690 (2.2%) constructions, respectively. (Figure 1)
The number of non-residential constructions was registered at 5,966, accounting for 13.7 percent of the total number of constructions. This was higher by 5.7 percent from 5,644 non-residential constructions recorded during the same period of 2018. The uptrend in the non-residential constructions was due to the positive growths in other non-residential (40.5%), commercial (8.1%), and institutional (7.4%) building constructions. By type of non-residential construction, commercial building constructions registered the most number of constructions with 3,600 or 60.3 percent of the total. This was followed by institutional buildings with 1,311 (22.0%) constructions. Industrial buildings reported the third highest number of constructions (618 or 10.4%). (Figure 1)
The number of constructions for additions to existing structures at 1,572 (3.6%) was higher by 4.0 percent from 1,511 similar constructions recorded during the same quarter of 2018. Similarly, the combined number of constructions for alterations and repairs of existing structures at 3,779 (8.7%) declined by 4.7 percent from 3,967 projects recorded in the same quarter of 2018. The top five regions, in terms of number of constructions, comprised 64.0 percent of the total constructions. Number of constructions in CALABARZON remained highest at 10,967 or 25.3 percent of the total. Central Visayas ranked second with 5,072 (11.7%) constructions. (Figure 2)
Other regions in the top five were:
- Central Luzon, 4,658 (10.7%)
- NCR, 3,603 (8.3%)
- Ilocos Region, 3,489 (8.0%)
At the provincial level, the top five provinces accounted for 31.2 percent of the total constructions. Cavite, with 5,970 constructions, continued to account for the biggest share (13.8%) to total constructions. Misamis Oriental with 2,073 (4.8%) and Batangas with 1,998 (4.6%) ranked second and third, respectively. Completing the list of top five provinces with the most number of constructions were Bohol (1,820 or 4.2%) and Cebu (1,670 or 3.8%). (Table 1)
Total value of constructions increases by 21.6 percent
Total value of constructions, estimated at PHP123.0 billion, went up by 21.6 percent compared with the PHP101.2 billion construction value registered in the second quarter of 2018. (Table A)
Residential building constructions, valued at PHP63.4 billion, accounted for more than half (51.6%) of the total value of constructions. This represents an increase of 11.3 percent compared with the construction value of PHP57.0 billion recorded in the second quarter of 2018. Four types of residential constructions contributed to the overall increase in the value of residential constructions: apartment/accessoria (18.4%), single type house (17.3%), residential condominiums (3.9%) and duplex/quadruplex (3.1%). Value of non-residential building construction, amounting to PHP52.2 billion (42.5%), surged by 39.1 percent from the PHP37.5 billion construction value posted in the second quarter of the previous year. This was attributed to the increases in the construction values of four non-residential building constructions with other non-residential construction (91.7%) contributing the highest growth. (Figure 3 and Table A.1)
Furthermore, construction value for addition to existing structures, amounting to PHP1.1 billion or 0.9 percent of the total, increased by 7.2 percent from the PHP1.0 billion construction value posted in the same period of 2018. Combined construction values for alteration and repair of existing structures, estimated at PHP6.3 billion (5.1%), grew by 10.9 percent from PHP5.6 billion in the same quarter of 2018. (Table A.1)
Value of construction for the top five regions amounted to PHP92.6 billion, accounting for 75.3 percent of the total value of constructions. NCR, which ranked fourth in the number of constructions, topped the list in terms of construction value (PHP41.7 billion or 33.7%). (Figure 4)

- Central Visayas, PHP15.9 billion (12.9%)
- Central Luzon, PHP11.0 billion (9.0%)
- Western Visayas, PHP6.5 billion (5.3%)
Average cost per square meter of residential building constructions increases by 8.1 percent
Residential building constructions for the second quarter of 2019 had an average cost of PHP12,232 per square meter with an average floor area of 161.7 square meters per building. This average cost reflects an increase of 8.1 percent from PHP11,314 per square meter average cost posted in the same quarter of 2018. This was brought about by the increases in the average cost per square meter of apartment/accessoria (31.0%), single-type house (7.5%) and residential condominium (3.2%). On the other hand, the average costs per square meter of duplex/quadruplex-type dwelling and other residential decreased 16.3 percent and 4.0 percent, respectively. (Figure 5 and Table A.1)
Among residential constructions, residential condominiums recorded the highest average cost of PHP18,879 per square meter. This type of residential construction had an average floor area of 22,945.3 square meters per building. Single-type houses placed second with an average cost of PHP10,058 per square meter and an average floor area 97.9 square meters per building. Duplex/quadruplex-type dwellings ranked third with an average cost of PHP9,472 per square meter and an average floor area of 122.6 square meters per building. (Figure 5 and Table A.1)
Average cost per square meter of non-residential building constructions increases by 4.1 percent
Non-residential building constructions had an average cost of PHP10,642 per square meter with an average floor area of 822.5 square meters per building. This average cost was 4.1 percent higher than the PHP10,226 per square meter average cost posted in the same quarter of 2018. This was attributed to the increases in the average cost per square meter of industrial (36.5%) and agricultural (20.4%) buildings. (Figure 5 and Table A.1)
Institutional-type construction reported the highest average cost of PHP13,130 per square meter with an average floor area of 806.2 square meters per building. Commercial-type building posted the second highest average cost of PHP10,723 per square meter with an average floor area of 751.2 square meters per building. Industrial-type buildings registered the third highest average cost of PHP8,708 per square meter with an average floor area of 1,457.3 square meters per building. (Figure 5 and Table A.1)

This Special Release presents the preliminary data on construction statistics from approved building permits for the second quarter of 2019. Data are presented in monthly and quarterly statistical tables at the regional and provincial level by type of construction.
Scope and Coverage
Construction statistics presented in this special release are based on approved building permits on new constructions and additions, alterations and repairs of existing residential and non-residential buildings, and other structures which are proposed to be constructed in the different cities/municipalities of the country.
Sources of Information
Construction statistics are generated from approved building permits as well as from the demolition and fencing permits collected every month by PSA field personnel from the Offices of Local Building Officials (LBOs).

Preliminary results of construction statistics are made public in the form of Quarterly Special Releases. The Quarterly Special Releases are reports containing the preliminary results of construction statistics submitted within the cut-off dates for each month. This is posted 65 days after the reference quarter in the PSA website (www.psa.gov.ph).
Definition of Terms (Adopted from the Revised and Updated IRR of the National Building Code)
Building permit is a written authorization granted by the LBO to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).
Building refers to any independent, free-standing structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend from the foundation to the roof.
Construction refers to all on-site work done from site preparation, excavation, foundation, assembly of all the components and installation of utilities, machineries and equipment of buildings/structures.
Residential building is a building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, apartment and/or accessoria, and residential condominium.
Non-residential building includes commercial, industrial, agricultural and institutional buildings.
Addition refers to any new construction which increases the height or area of an existing building/structure.
Repair is a remedial work done on any damaged or deteriorated portion/s of a building/structure to restore its original condition.
Renovation is any physical change made on structures to increase their value and quality.
Alteration is a construction in a building/structure involving changes in the materials used, partitioning and location/size of openings, structural parts, existing utilities and equipment but does not increase the overall area thereof.
Conversion is a change in the use or occupancy of structure or any portion thereof, which has different requirements.
Demolitions refer to the systematic dismantling or destruction of a building/structure, in whole or in part.
Street furnitures are street structures consisting of monuments, waiting sheds, benches, plant boxes, lampposts, electric poles and telephone poles.
Floor area of building refers to the sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.
Total value of construction refers to the sum of the cost of building, electrical, mechanical, plumbing, and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
