This LABSTAT Updates is a special issue that presents the highlights of the quarterly Labor Turnover Survey (LTS) for 2016. The Labor Turnover Survey (LTS) is a quarterly sample survey of enterprises conducted by the Philippine Statistics Authority (PSA) since the third quarter of 2002. The survey aims to capture “job creations” and “job displacement” in business enterprises based in Metro Manila by collecting quarterly data on accessions and separations of workers. A total of 1,232 enterprises served as respondents in all quarter rounds of the 2016 Labor Turnover Survey. The sample enterprises were drawn from the 2015 NCR List of Enterprises.
Employment in Metro Manila based enterprises maintained its positive growth in 2016
- In 2016, the overall employment in enterprises located in Metro Manila exhibited positive growths in the four quarterly rounds of the Labor Turnover Survey. (Figure 1 and Table 1)
- This trend has been observed since the first quarter of 2014, which means that posted accession rates have been consistently higher than separation rates for the past three years.

- The same trend was observed in the services sector since 2014, most of the time registering higher labor turnover rates (LTRs) than the all industry rate. Meanwhile, the agriculture and industry sectors both showed fluctuating trends during the period, although their negative turnover rates barely affected the overall rate in NCR.
- Year-on-year comparison show that the quarterly labor turnover rates for all industries in 2016 were consistently higher than the previous year with the fourth quarter figure posting the highest increment of 2.73 percentage points (3.35% vs. 0.62%).
