This Special Release highlights the economic performance of all provinces and Highly Urbanized Cities (HUCs) in the Mindanao Island Group of the Philippines. This includes 28 provinces and six HUCs from Region IX (Zamboanga Peninsula), Region X (Northern Mindanao), Region XI (Davao Region), Region XII (SOCCSKSARGEN), Region XIII (Caraga), and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).


All provinces and HUCs in Mindanao grew in 2023, with Camiguin posting double-digit Gross Domestic Product (GDP) growth.

All provinces and HUCs in Mindanao posted annual growth in 2023, with Camiguin registering the fastest growth of 11.0 percent. This was followed by City of Davao and Surigao del Norte with 7.5 percent growth and 7.2 percent growth, respectively. Moreover, all provinces and HUCs included in the top 10 grew faster than the Mindanao Island GDP growth rate of 5.2 percent. (Figure 1)

In terms of share to the GDP of the Mindanao Island group amounting to PhP 3.60 trillion, the City of Davao had the largest share among the provinces and HUCs in Mindanao with 14.8 percent. This was followed by the City of Cagayan de Oro and Bukidnon with 7.7 percent share and 7.2 percent share, respectively. (Figure 2)

In terms of per capita GDP, all provinces and HUCs in Mindanao posted per capita GDP growth in 2023 from the 2022 level. The City of Cagayan de Oro registered the highest per capita GDP in Mindanao in 2023, amounting to PhP 358,879. This was followed by the City of Davao and City of Iligan with respective per capita GDPs of the the PhP 271,958 and PhP 226,286. (Figure 3)

The compilation of PPA has been implemented in all regions in the Philippines as of 2024. In 2025, the PPA is programmed to be institutionalized in all regions, which ensures annual compilation of PPA for all provinces and HUCs in the country.
