This Special Release highlights the economic performance of all 82 provinces and 33 Highly Urbanized Cities (HUCs) in the country in terms of the Gross Value Added (GVA) of Industry.
Three provinces in CALABARZON remained the top three contributors to the national GVA of Industry in 2023
The GVA of Industry in the Philippines was estimated at PhP 6.13 trillion in 2023. Among the provinces and HUCs of the country, Laguna remained the largest contributor to the national GVA of Industry with 10.1 percent share. This was followed by Cavite and Batangas with shares of 6.1 percent and 5.8 percent, respectively. Moreover, other provinces and HUCs which comprised the top 10 were: Bulacan, 5.1 percent; Pampanga, 4.0 percent; City of Manila, 3.8 percent; Quezon City, 2.9 percent; Bataan, 2.8 percent; Leyte, 2.3 percent; and City of Davao, 2.2 percent. Collectively, these provinces and HUCs accounted for 45.0 percent of the national GVA of Industry. (Figure 1)

Ten provinces and HUC posted double-digit growth in Industry in 2023
Majority of the provinces and HUCs posted annual growths in Industry in 2023. Ten provinces and HUC recorded double-digit increases, with Zamboanga Sibugay registering the fastest growth at 15.6 percent. This was followed by Biliran with 13.9 percent growth, and Eastern Samar and Nueva Vizcaya both with 11.4 percent growth. (Figure 2)

Ten provinces and HUC were predominantly Industry-based in 2023
In terms of the share to the GDP, Industry had the largest share to the GDP of 10 provinces and HUC in 2023. Industry’s share to the respective GDPs of the provinces and HUCs was highest in Bataan, accounting for 63.4 percent of the province's total economy. This was followed by Laguna, Batangas, and Leyte with Industry share of 60.0 percent, 54.72 percent, and 54.65 percent to their respective GDP. (Figure 3)

The compilation of PPA has been implemented in all regions in the Philippines as of 2024. In 2025, the PPA is programmed to be institutionalized in all regions, which ensures annual compilation of PPA for all provinces and HUCs in the country.
