APPROVING THE ESTIMATION METHODOLOGIES
FOR THE COMPILATION OF THE PHILIPPINE NATIONAL HEALTH ACCOUNTS

WHEREAS, the Philippine National Health Accounts (PNHA) is a framework for the compilation of information on the country’s health expenditures;

WHEREAS, the PNHA presents annual information on how much is spent on health care goods and services, who is paying for these services, what kind of health care services are being provided, and how much it costs to administer health financing schemes;

WHEREAS, this information is useful in analyzing the appropriateness of the levels, composition, and structure of health expenditures, especially those of the government, and can help determine whether the aggregate health care spending from all sources, that is, the government, the social insurance sector, the private sector, and the rest of the world, is adequate to meet the minimum requirements and identify probable areas of inefficiencies in allocating health care resources;

WHEREAS, the Health Policy Development Program (HPDP) of the UPEcon Foundation in collaboration with the Department of Health initially developed the framework and estimation methodologies of the PNHA in 1995;

WHEREAS, in line with the implementation of the 1993 System of National Accounts in the Philippines and the continuing need for the information that the PNHA provides, the NSCB Executive Board passed NSCB Resolution No. 8, Series of 1995, which created theInteragency Committee on National Health Accounts (IACNHA) to serve as an interim body to undertake the compilation of the PNHA until its full institutionalization at the NSCB;

WHEREAS, pursuant to NSCB Resolution No. 8-1995, the NSCB, with the technical assistance by the IACNHA and HPDP-UPEcon, started the compilation of the PNHA for 1995, 1996, and 1997;

WHEREAS, the NSCB has since generated and released annual PNHA estimates;

WHEREAS, NSCB Memorandum Order No. 1, Series of 2002, dissolved the IACNHA and created the Interagency Committee on Health Statistics (IACHS) to recommend improvements in the methodology of compilation of the PNHA or any of its components and formulate measures to ensure that its data requirements are being generated by all concerned agencies;

WHEREAS, the IACHS was expanded and reconstituted into the Interagency Committee on Health and Nutrition Statistics (IACHNS) through NSCB Memorandum Order No. 2, Series of 2007, retaining its function to formulate and recommend improvements in the system of data generation, dissemination, and utilization of all health and nutrition indicators, including the PNHA;

WHEREAS, to maintain and further expand the usefulness of the PNHA, the NSCB has undertaken an overall revision of the accounts to improve its coverage and refine its estimation methodologies based on recent developments and changes in the reporting systems of the data source agencies;

WHEREAS, the estimation methodologies were presented to the IACHNS in its second quarter meeting held on 5 July 2010 and was subsequently approved for endorsement to the Board;

WHEREAS, the PNHA methodologies were likewise presented in three other forums:  (1) Technical Workshop and 6th Joint OECD Korea Policy Centre-APNHAN Meeting of Regional Health Accounts Experts, 4 July 2010;  (2)  11th National Forum on Health Research for Action, 29 July 2010;  and  (3)  DOH Executive Committee Meeting, 23 August 2010, and the different groups of forum participants were in general agreement with the PNHA estimation methodologies;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Board approve the methodologies for the annual compilation of the PNHA starting with year 2004 onwards (Annex BR-08-20110524-01).

BE IT RESOLVED FURTHER that:

  1. The Board enjoin the concerned data source agencies (Annex BR-08-20110524-01) to provide the necessary data inputs and improve their respective data collection systems to strengthen the data support for the PNHA;  and
  2. The NSCB Technical Staff undertake further PNHA improvement activities as reflected in the action plan (Annex BR-08-20110524-02).
