APPROVING THE PROPOSED METHODOLOGY
FOR COMPUTATION OF PROVINCIAL POVERTY STATISTICS

WHEREAS, reducing poverty remains the overarching goal of the government;

WHEREAS, there is an urgent need from the implementers of the KALAHI Program for an identified list of target provinces for prioritizing program beneficiaries;

WHEREAS, a methodology for estimating provincial poverty statistics was initially approved by the NSCB Executive Board on 22 February 2002 through Board Resolution No. 4, series of 2002;

WHEREAS, the findings based on the generated estimates point to some methodological issues that need to be addressed in the initially approved methodology;

WHEREAS, the Board, in its meeting on 6 November 2002, instructed the NSCB Technical Staff to undertake a phased revision on the provincial poverty methodology, initially, using a regional menu priced at the provincial level and a changing FE/TBE and present the results in a users’ forum;

WHEREAS, the NSCB Technical Staff, in its effort to come up with accurate and reliable provincial poverty statistics, did several computational exercises for the provincial poverty estimation using the initially approved methodology, the existing official methodology, and the methodology herein proposed;

WHEREAS, the NSCB Technical Staff evaluated the results of several exercises done and found the merits of proposing changes in the initially approved provincial poverty methodology;

WHEREAS, a series of consultative meetings and presentations of the methodology and estimates were likewise held between NEDA and the NSCB Technical Staff;

WHEREAS, a users’ forum, sponsored by the National Anti-Poverty Commission (NAPC), the National Economic and Development Authority (NEDA) and the National Statistical Coordination Board (NSCB), held on 10 January 2003 to present the proposed methodology generally showed favorable feedback from the forum participants;

WHEREAS a joint meeting of the Inter-Agency Committee on Labor, Income and Productivity Statistics (IACLIPS) and the Technical Working Group on Income and Poverty Statistics (TWGIPS) was also held on 13 January 2003, where the proposed methodology and the resulting estimates were also presented and where the adoption of the proposed methodology was recommended;

NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the Board approve the recommended methodology for the computation of the provincial poverty statistics using the methodology as attached (Annex) and that provincial poverty estimates resulting from said methodology be released to the public with documentation on the metadata and limitations of the methodology.
