Approved building permits posts 3.8 percent growth

  1. Approved building permits nationwide reached 24,438 applications during the third quarter of 2005. This represents a modest increase of 3.8 percent from 23,540 approved building permits recorded during the same period of 2004.
  2. An increase in applications over the same period of the previous year was observed for residential and non-residential building construction. Approved building permits for residential building construction increased by 6.5 percent to 17,129 from 16,086 recorded during the same period of 2004. Those for non-residential building construction slightly went up by 1.7 percent to 2,766 from 2,721 approved building permits. On the other hand, combined approved building permits for additions, alterations and repairs showed a decline of 4.0 percent from 4,733 to 4,543 approved building permits. Figure 1 compares the number of approved building permits by type of building for the third quarters of 2005 and 2004.

  1. Among the provinces outside the National Capital Region (NCR), four provinces recorded approved building permits exceeding a thousand mark, namely: Cavite (3,712), Cebu (2,229), Laguna (1,216) and Davao del Sur (1,087). Figure 2 shows the regional distribution of approved building permits for the third quarter of 2005.

Value of construction for residential building increases by 7.7 percent

  1. The aggregate value of construction during the third quarter of 2005 was estimated at P22.6 billion, indicating a slight decrease of 0.2 percent from P22.7 billion recorded during the same period of 2004. (Table A)
  2. Value of construction for residential buildings went up by 7.7 percent to P12.1 billion from P11.3 billion during the same period of 2004. On the other hand, value of construction for non-residential building decreased by 6.7 percent from P8.9 billion to P8.3 billion. Likewise, combined value of construction for additions, alterations and repairs amounting to P2.2 billion went down by 12.6 percent from P2.5 billion. Figure 3 compares the value of construction by type of building for the third quarters of 2005 and 2004.

  1. Across the country, the value of construction in the National Capital Region (NCR) consistently remained highest at P5.9 billion, accounting for 26.1 percent share of the total. CALABARZON, Central Visayas, Central Luzon and Davao Region ranked second, third, fourth and fifth with 25.4 percent (P5.8 billion), 12.3 percent (P2.8 billion), 10.6 percent (P2.4 billion) and 4.6 percent (P1.0 billion), respectively, in terms of share to the total value of construction.

 

Average cost per square meter of residential building construction is P6,034

  1. Total value of residential building construction was estimated at P12.1 billion with a total floor area of 2.0 million square meters, or an average cost per square meter of P6,034 reflecting an increase of 2.4 percent from P5,892 recorded during the same period of 2004. (Table A)
  2. Single type residential units, comprising 75.9 percent of the total approved building permits for residential construction, topped all other types of residential building construction. There were 12,996 approved building permits for single type units with a total floor area of 1.5 million square meters and an aggregate value of P9.1 billion. Apartment/accessoria ranked a far second with 2,474 approved permits (14.4%), valued at P1.3 billion. This was followed by approved building permits for duplex/quadruplex and other residential construction with 1,195 (7.0%) and 453 (2.6 %), respectively. Residential condominium had the least number with only 11 approved building permits (0.06 %). Figure 4 compares the number and value by type of residential building construction during the third quarter of 2005.

Average cost per square meter of non-residential building construction is P6,006

  1. Aggregate total value of non-residential building construction amounted to P8.3 billion during the third quarter of 2005 with a total floor area of 1.4 million square meters. This translates to an average cost of P6,006 per square meter. (Table A)
  2. More than half or 57.1 percent of total applications for non-residential building construction were for commercial buildings. This type of construction numbered 1,580 covering a floor area of 798.8 thousand square meters and an estimated value of P4.8 billion. Institutional recorded 537 approved building permits valued at P1.6 billion, 323 approved building permits for industrial building valued at P1.5 billion. Approved building permits for other non-residential buildings registered 255 and valued at P257.4 million while agricultural buildings have only 71 approved building permits with a total value of P113.4 million.Figure 5 shows the number and value of non-residential building construction by type during the third quarter of 2005.

EXPLANATORY NOTES

Scope and Coverage

Private building construction statistics from approved building permits relate to data on new constructions and additions, alterations and repairs of existing residential and non-residential buildings and other structures undertaken in all regions/provinces of the country.

Source of Information

Data are taken from the original application forms of approved building permits collected by NSO field personnel from local building officials nationwide.
 

Limitations:

  1. Data on private building constructions refer to those proposed to be constructed or construction work started during the reference period and not to construction work completed during the reference period.
  2. The completeness of the number of building permits collected relies on the applications filed and approved by the Offices of Local Building Officials (LBOs). Hence, private building constructions without approved building permits are not included in the tabulation of data.
     
  3. Building permits coming from the provinces of Apayao (CAR), Pangasinan (Region 1), Zamboanga Sibugay (Region 9), Basilan, Tawi-Tawi and Sulu (ARRM) were not available for inclusion in the preliminary tabulation of data.
     

Definition of Terms:

Building permit - A written authorization granted by the Local Building Official (LBO) to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096).

Building - Any independent, freestanding structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend the foundation to the roof.

Residential building - A building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, an apartment and/or accessoria and residential condominium.

Single house - A complete structure intended for a single family.

Duplex - A structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling.

Apartment - A structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts.

Accesoria - A one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside.

Residential condominium - A structure, usually of several storeys, consisting of multiple dwelling units.

Other residential constructions - Consist of school or company staff houses, living quarters for drivers and maids and guardhouses.

Non-Residential Building - This type includes commercial, industrial, agricultural and institutional buildings.

Additions/alterations and repairs - Construction works by which the utility of building or structure is raised or at least renewed or which materially extends the normal life of the building or structure.

Demolitions - The systematic dismantling or destruction of a building/structure or in part.

Street Furnitures - These are street structures consisting of monuments, waiting sheds, benches, plant boxes, lampposts, electric poles and telephone poles.

Floor area of building - The sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.

Total value of construction - The sum of the cost of building, electrical, mechanical, plumbing and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
