Domestic and International Migrants in the Philippines (Results from the 2010 Census)

Most Filipinos are non-movers

Among the 81.9 million population five years old and over enumerated in the 2010 Census of Population and Housing (CPH), 96.5 percent were non-movers.  These are persons whose city/municipality of residence in 2010 was the same as in 2005.  Thirteen regions had proportions of non-movers higher than the national figure, with percentages ranging from 96.6 percent to 98.1 percent.  The regions with proportions of non-movers lower than the national percentage were Region III with 96.3 percent, CAR with 96.0 percent, NCR with 95.3 percent, and Region IVA with 94.3 percent.

Long-distance movers account for more than half of all movers

The movers or persons whose city/municipality of residence in 2010 was different from the residence in 2005 numbered 2.9 million persons.  Of these total movers, the long-distance movers or persons who lived in a different province in 2005 comprised 50.4 percent.  There were 1.4 million long-distance movers counted in the 2010 CPH.  Three in ten of such movers were residing in Region IVA (27.7 perce nt of all long-distance movers), NCR (19.7 percent), and Region III (13.0 percent) at the time of the census.  On the other hand, short-distance movers or persons who resided in 2005 in a different city or municipality but within the same province accounted for 45.4 percent.  International immigrants or persons who resided in a foreign country in 2005 and were residing in the Philippines country in 2010 made up 4.2 percent of the total movers. 

 

NCR is the top destination of immigrants

There were 120,062 immigrants or residents of a foreign country in 2005 that were enumerated in the 2010 CPH.  Foreign nationals who were enumerated in the 2010 CPH were those who have resided or were expected to reside in the Philippines for at least a year from their arrival, except members of diplomatic missions and non-Filipino members of international organizations.  Sixteen percent of these immigrants were residing in NCR, 14.9 percent in Region IVA, 13.0 percent in Region I, and 12.9 percent in Region III.  In the rest of the regions, the proportion of international immigrants ranged from 1.2 percent to 6.6 percent.

TECHNICAL NOTES

 

As in past censuses of population, the 2010 Census of Population and Housing (CPH) used the de jure concept of enumeration wherein households and persons are enumerated in the area where they usually reside as of the census reference date.  For 2010 CPH, the reference period was May 1, 2010.

In the 2010 CPH, the question “In what city/municipality did _____ reside on May 1, 2005?” was asked for all household population five years old and over.  In this report, data on residence five years ago (May 2005) was cross-tabulated by residence as of the census date (May 2010) and were used to identify domestic migrants and international migrants in the Philippines.

Foreign nationals who have resided or are expected to reside in the Philippines for at least a year from their arrival, except members of diplomatic missions and non-Filipino members of international organizations, were eligible for enumeration in the 2010 CPH.

In this census, there were 81,866,330 household population five years old and over and 0.02 percent of this total had no response to the census question on residence five years ago.

The concepts and definitions used in this report are the following:

Residence 5 years ago pertains to the city/municipality where a person was residing 5 years ago.

Non-movers are persons whose city/municipality of residence as of the census date, that is, May 2010, is the same as their city/municipality of residence five years ago prior to the census, that is, May 2005.

Movers are persons whose city/municipality of residence in May 2010 is different from their city/municipality of residence in May 2005.

 

Long-distance movers are persons who, in May 2010, resided in a province which is different from the province where they were residing in May 2005.

Short-distance movers are persons who, in May 2010, were residing in a province which is the same as where they resided in May 2005, but in a different city/municipality.

Immigrants refer to persons who were residing in the Philippines during the census, that is May 2010, but were residing in a foreign country in 2005.
