The Philippine Statistics Authority ( PSA) announces the conduct of consultation with Filipino citizens, resident aliens as well as interested groups, organizations and businesses, and private entities on the draft Implementing Rules and Regulations of Republic Act No. 11055, also known as “An Act Establishing the Philippine Identification System” through a three-cluster Public Consultation held in The Heritage Hotel, Pasay City on 24 September 2018, Golden Peak Hotel and Suites, Cebu City, and  SMX Convention Center, SM Lanang Premier, Davao City on 25 September 2018 and on online platform  (https://psa.gov.ph/node/135925). Inputs from the consultations will be carefully analyzed, consolidated and considered in finalizing the IRR.  

RA 11055 took effect on 25 August 2018 after its publication in Manila Bulletin on 09 August 2018. The Act mandates the PSA in coordination with the Philippine Identification System Policy and Coordination Council (PSPCC) to draft the Implementing Rules and Regulations (IRR) of the Act within sixty (60) days from its effectivity. Pursuant to this mandate, the PSPCC created a Technical Working Group (TWG) for the Drafting of the IRR of RA 11055. The TWG is composed of fourteen member-agencies of the PSPCC, namely the National Economic and Development Authority (NEDA), Philippine Statistics Authority (PSA), Department of Foreign Affairs (DFA), Department of Budget and Management (DBM), Department of Information and Communications Technology (DICT), Department of  Finance (DOF), Department of Social Welfare and Development (DSWD), Department of Interior Local Government (DILG), National Privacy Commission (NPC), Bangko Sentral ng Pilipinas (BSP), Government Service Insurance System (GSIS), Philippine Health Insurance Corporation (Philhealth), Social Security System (SSS) and Philippine Postal Corporation (PHLPost). The draft IRR for public consultation is a result of workshops by the TWG and other government agencies such as the UP Law Center, Commission on Elections (COMELEC), National Security Council (NSC), Office of the Solicitor General, Commission on Human Rights (CHR), and the House Committee on Population and Family Relations.

The final IRR will be approved by the PSPCC on 27 September 2018 and published on 01 October 2018.
