All six provinces and one Highly Urbanized City (HUC) in Eastern Visayas posted economic growths in 2023 compared to their levels in 2022. Eastern Samar recorded the fastest growth at 8.1 percent, faster than the regional growth of 6.38 percent. Other economies that posted growth faster than the regional growth rate were Southern Leyte, 7.3 percent; City of Tacloban, 6.9 percent; Biliran, 6.6 percent; and Leyte, 6.4 percent. (Figure 1)

In terms of economic structure, most of the economies in Eastern Visayas are Services-based. Services accounted for 77.1 percent of the City of Tacloban’s economy, 58.6 percent in Northern Samar, 56.0 percent in Eastern Samar, 53.6 percent in Southern Leyte, 50.6 percent in Samar, and 48.7 percent in Biliran. Meanwhile, Leyte is the only Industry-based economy, with Industry accounting for 54.7 percent of its economy. (Figure 2)
