CURRENT LABOR FORCE POPULATION REACHED 29.6 MILLION

The labor force population which comprised the employed and the unemployed was estimated at 29.6 million persons in January 1997. Last year's comparative estimate was 28.9 million persons.

Meanwhile, the number of persons who were not in the labor force like housewives, students, disabled or retired persons and those who never looked for work reached 15.7 million. Last year's figure was 15.2 million.

 


NATIONAL EMPLOYMENT RATE RECORDED AT 92.3 PERCENT

The national employment rate was estimated at 92.3 percent. Last year's employment rate was 91.7 percent. The lowest employment rate was noted in Metro Manila at 87.9 percent. This was followed by Central Visayas at 90.1 percent and Southern Mindanao at 91.8 percent. On the other hand, the Autonomous Region in Muslim Mindanao (ARMM) which had the lowest labor force participation rate (LFPR), which is the ratio of those in the labor force to those who were 15 years old and over, registered the highest employment rate at 97.5 percent. The other regions which recorded a higher employment rate were Cagayan Valley (96.8 percent), Western Mindanao (95.0 percent) and Cordillera Administrative Region (94.7 percent).


HIGHEST EMPLOYMENT LEVEL NOTED IN SOUTHERN TAGALOG

The number of employed persons was estimated at 27.3 million. Last year's figure was 26.5 million. Among regions, Southern Tagalog posted the highest employment level at 3.7 million with Metro Manila posting second at 3.5 million while Cordillera Administrative Region registered the least with only 537 thousand.


SERVICES SECTOR OUTRANKED THE AGRICULTURAL SECTOR IN EMPLOYMENT

Broken down by sector, the services sector outranked the agricultural sector in terms of levels and proportion to total employment. The services sector's share to total employment was 41.9 percent as compared with the agricultural sector's share of 41.7 percent. The industry sector made up 16.3 percent of the total workforce. The corresponding shares in January 1996 were recorded at 40.6 percent, 43.3 percent and 16.0 percent, respectively.


AGRICULTURAL WORKERS COMPRISED THE BIGGEST NUMBER OF EMPLOYED

Occupationwise, agricultural workers numbering 11.3 million dominated the employed population comprising about 41.2 percent of the total workforce. Production workers came second at 6.1 million or 22.4 percent. Sales workers were third at 3.9 million or 14.2 percent of the total employed. Administrative workers numbered the least at 493 thousand or 1.8 percent. The corresponding January 1996 levels were 11.4 million, 5.9 million, 3.8 million and 404 thousand persons, respectively.


WAGE AND SALARIED WORKERS COMPRISED THE MOST NUMBER OF EMPLOYED

Categorized by class of worker, wage and salaried workers comprised the highest number with 47.5 percent of the total employed. Own-account workers accounted for 37.8 percent of the total workforce while unpaid family workers made up 14.8 percent. Corresponding percentages in January 1996 were recorded at 45.9 percent, 38.6 percent and 15.5 percent, respectively.

In terms of levels, the number of wage and salaried workers was estimated at 13.0 million, own-account workers at 10.3 million and unpaid family workers at 4.0 million. The January 1996 levels were registered at 12.2 million, 10.2 million and 4.1 million, respectively.


MORE THAN HALF OF TOTAL EMPLOYED WERE FULL-TIME WORKERS

The bulk in employment was accounted for by persons who worked for 40 hours and over as the number reached to 17.7 million or a share of 64.8 percent. Persons working less than 40 hours totalled 9.3 million or 34.0 percent of the total employed. The January 1996 shares were 64.2 percent and 34.8 percent, respectively.


ABOUT ONE FIFTH OF THE TOTAL EMPLOYED WERE UNDEREMPLOYED

A total of 5.8 million or 21.1 percent of the employed were underemployed or wanting more hours of work in January 1997. Last year's figure was 5.6 million or 21.0 percent of the total employed. Meanwhile, visible underemployment rate or the proportion of underemployed persons who worked for less than 40 hours during the reference week and wanted additional work to total employed was posted at 11.0 percent. Last year's estimate was 10.9 percent.

The January 1997 LFS results also revealed that more than half (51.4 percent) or 3.0 million underemployed are from the agriculture, fishery and forestry sector. The industry sector made up 15.8 percent or 912 thousand of the total underemployed while the services sector comprised 32.8 percent or 1.9 million of the total underemployed. The corresponding January 1996 estimates were 53.4 percent, 15.2 percent and 31.4 percent, respectively.

 
Wage and salaried workers accounted for 43.6 percent of the total underemployed, own-account workers, 40.9 percent and unpaid family workers, 15.5 percent.

Of the total wage and salaried underemployed, 802 thousand or 32.0 percent were in the agriculture sector, 660 thousand or 26.3 percent were in the industry sector while 727 thousand or 30.9 percent comprised the service sector.


UNEMPLOYMENT RATE POSTED AT 7.7 PERCENT

The number of unemployed persons in January 1997 summed up to 2.3 million persons or 7.7 percent of the total labor force. Last year's result yielded an unemployment rate of 8.3 percent. Unemployment rate was highest in Metro Manila at 12.1 percent and lowest in ARMM at 2.5 percent
