The 2021/2022 Integrated Survey on Labor and Employment covers formal establishments employing at least 20 workers. The module on employment gathered data on total employment and its breakdown into classification of workers.

 

1. Employment in formal establishments inches up to 5.37 million 


 a. The total employment for formal establishments with 20 or more workers was estimated at 5.37 million workers as of August 2022. This was higher by 0.9 percent compared with the 5.32 million workers reported in June 2020 and by 7.2 percent compared with the 5.01 million workers in June 2018. (Figure 1)

 


 b. By major industry group, administrative and support service activities contributed the largest share of 1.55 million employed persons or 28.9 percent of the total employed persons. This was followed by manufacturing with 1.06 million workers (19.7%) and wholesale and retail trade; repair of motor vehicles and motorcycles with 0.65 million workers (12.1%). (Table 1 and Figure 2)

 

 

 c. Among the regions, National Capital Region comprised the largest proportion of the total employed with 42.6 percent. This was followed by Region IV-A – CALABARZON and Region VII - Central Visayas with 11.2 percent and 10.9 percent shares, respectively. The remaining 35.4 percent of the total employed persons were distributed to the rest of the regions. (Table 2)

 

2. Paid employees dominate the total employment


 a. Almost all or 99.5 percent of the total employment were paid employees. A minimal share of 0.3 percent were working owners and 0.1 percent were unpaid workers. (Table 1)

 b. By position, rank and file workers registered 4.67 million or 87.3 percent share to the total paid employees. Meanwhile, supervisors/foremen and managers/executives accounted for 7.8 percent and 5.0 percent of the total paid employees, respectively. (Table 1 and Figure 3)

 c. By composition of rank and file workers, majority or 78.8 percent were regular workers, while 21.2 percent were non-regular workers. (Table 1)

 

 

3. Around two in every five employees are females


 a. Of the estimated 5.35 million paid employees as of August 2022, about 42.6 percent or 2.28 million were females. (Table 3 and Figure 4)

 b. By type of workers, rank and file workers had the highest share of 85.6 percent to the total female paid employees. Meanwhile, 8.5 percent were supervisors or foremen, while the remaining 5.9 percent were managers or executives.  (Table 3 and Figure 4)

 

 

4. Nearly half of the total employed persons are young workers 


 a. Of the 5.37 million employed persons, the number of young workers aged 15 to 30 years was estimated at 2.44 million or 45.4 percent of the total. On the other hand, the share of older workers aged 50 to 65 years was reported at 377.21 thousand or 7.0 percent of the total.

 b. Employed persons with disabilities (PWDs) accounted for 0.2 percent or around 11.13 thousand. Workers paid the exact minimum wage was recorded at 19.4 percent or 1.04 million employees, while workers who worked on evening/graveyard shifts made up 12.0 percent or 0.65 million workers. (Table 4 and Figure 5)                    
 

 

5. Around 6 in every 100 workers are in alternative work arrangement 

 a. During the pandemic, alternative work arrangements (AWA) were common in the working environment. Around 6.0 percent of the establishments adopted this kind of work scheme with a total of 300,088 workers or 5.6 percent of the workforce. (Table 5)

 b. The top three most adopted types of AWA among workers were telecommuting or work-from-home at 70.7 percent, hybrid setup at 10.0 percent, and reduction of workdays at 6.5 percent.

6. Almost half of the total establishments resort to hiring agency-hired workers

 a. A total of 16,954 establishments or around 46.7 percent of the total establishments contracted out or outsourced services of workers from manpower agencies.  Across industries, Electricity, Gas, Steam and Air Conditioning Supply (78.2%) registered the highest proportion of establishments with agency-hired workers, followed by Real Estate Activities (62.8%), and Human Health and Social Work Activities except Public Work Activities (60.3%). (Table 6)

 b. Among the types of processes outsourced or contracted out, janitorial and security services comprised 33.7 percent of the total agency-hired workers. This was followed by production/assembly at 29.5 percent and repair/maintenance/ construction at 6.0 percent.
