Employment in establishments in NCR showed progress during the second half of 2021

The results of the Labor Turnover Survey for the last two quarters of 2021 showed both positive employment growth at 0.7 percent in the 3rd quarter and 0.6 percent in the 4th quarter.

These labor turnover rates (LTR) implied that for every 1,000 employed persons, seven (7) workers were added to the total workforce during the 3rd quarter and six (6) workers in the 4th quarter.

For the last two quarters of 2021, accession rates were posted at 9.6 and 9.7 percent, respectively. This translates that for every 1,000 employed persons, 96 workers in the 3rd quarter and 97  workers in the 4th quarter were hired due to either expansion of business or replacement of separated workers. On the other hand, separation rates of 8.9 and 9.1 percent respectively, indicate that for every 1,000 employed persons, 89 workers in the 3rd quarter, and 91 workers in the last quarter were either laid off by their employers or voluntarily quit their jobs. (Table 1)

Services sector posted a positive labor turnover during the second half of 2021

The services sector maintained its employment growth for the 3rd and 4th quarters with labor turnover rates recorded at 0.7 and 1.1 percent, respectively. (Figure 1)

During the 3rd quarter, Education contributed a significant gain for the services sector with LTR recorded at 7.5 percent. Meanwhile, in the 4th quarter period, the main gainers included Accommodation and food services activities (3.7%) and Professional, scientific, and technical activities (3.2%) of the sector. Further, Transportation and storage posted the lowest LTR in the 3rd quarter at -2.1 percent but recovered in the 4th quarter with a 2.6 percent rate. Information and communication recorded the lowest turnover rate at -2.3 percent in the 4th quarter coming from a minimal increase in 3rd quarter at 0.6 percent.(Table 2)

Inversely, Agriculture, forestry and fishing sector recorded a negative turnover rate of -1.2 percent in the 3rd quarter but exhibited a slight employment gain in the 4th quarter at 0.4 percent.

On the other hand, from the 0.6 percent posted in the 3rd quarter, labor turnover in the industry sector dropped to -1.8 percent in the last quarter of 2021. Under this sector, remarkable reduction in employment at -2.9 percent was recorded in Mining and quarrying during the 3rd quarter and -2.5 percent in Construction in the 4th quarter. It is worth noting that mining and quarrying bounced back in the 4th quarter as it registered the highest gain for the period at 10.6 percent labor turnover rate. (Table 2 and Figure 1)
