The National ID authentication services of the Philippine Statistics Authority (PSA) is now being utilized by the Credit Information Corporation (CIC), which serves as the country’s public credit registry and repository of credit information.
Formalized through a ceremonial contract signing on 11 November 2024 at the PSA Headquarters in East Avenue, Quezon City, the National ID authentication services—the Basic Online Authentication and Electronic Know Your Customer (eKYC) integration—have gone live for the CIC’s Online Dispute Resolution System (ODRS). The ODRS is the agency’s online dispute process that is designed to facilitate the resolution of disputes such as discrepancies in credit records, among many others, with minimum contact.
Through the ODRS, individuals with outdated negative information on their credit report despite being cleared by a financial institution can file their dispute online; credit reports are crucial as it is used by lenders and service providers to assess applications for financial services such as loans.
Present during the contract signing are key officials from the PSA and the CIC, including PSA Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General, PhilSys Registry Office Deputy National Statistician Rosalinda P. Bautista, and CIC President and Chief Executive Officer (CEO) Atty. Ben Joshua A. Baltazar.

“The National ID System has been envisioned as a digitalization-enabling platform. It is designed to promote digitalization, streamline business processes and transactions, provide a higher degree of assurance insofar as identity verification is concerned, and, in effect, promote inclusivity,” said Undersecretary Mapa. “With the integration of the National ID with the ODRS, we are a lot closer to the future where our people can seamlessly engage with various financial and credit institutions without facing bureaucratic obstacles or delays. We take a bolder step towards modernizing our financial infrastructure.”
He added, “The integration with the CIC ensures that we make this vision a reality for every Filipino borrower. This partnership will open doors to essential financial services, enabling Filipinos to access credit, formal loan services, and other opportunities necessary for economic empowerment and security.”
CIC President and CEO Atty. Ben Joshua A. Baltazar, in his message, expressed his optimism for the partnership.
“This [collaboration] is aligned [with] this current administration's goal to digitize the Philippine economy. This is also in adherence to both our financial inclusion (pathway),” he said. “A lot is riding on the success of CIC and PSA and we are happy that we are both in the same corner working side-by-side, arm in arm, together.”
Among the first government agencies to adopt the National ID authentication services, the CIC is a government-owned and controlled corporation (GOCC) that provides credit reports that summarize a borrower’s financial transactions such as loan contracts with lending institutions, utility subscriptions, among others.
According to its website, the CIC helps ‘strengthen decision-making and risk management in the Philippine credit ecosystem, reduce the overall cost of credit and reliance on collateral, protect consumer rights, and contribute to fair and inclusive credit access to all Filipinos.’
