The Labor Turnover Survey (LTS), conducted regularly every quarter by the Philippine Statistics Authority (PSA), aims to generate trend statistics on labor turnover and existing job vacancies as indicators of labor market activity and general business situation of the country. Data gathered from this survey are intended to generate timely labor market signals as sound basis in planning, policy formulation and decision making.
 
In the fourth quarter of 2015, a total of 921 enterprises served as respondents of the LTS. The sample enterprises were drawn from the 2013 National Capital Region (NCR) List of Enterprises. The following are the highlights of the survey findings on the fourth quarter of 2015:
  • Employment growth in Metro Manila-based enterprises remained positive at 0.6%.
  • Thirteen (13) industries posted positive labor turnover rates, while only five (5) industries recorded negative labor turnover rates. 
  • Turnover rate on employment indicated an increase of six (6) workers per 1,000 employed persons in all industries.
  • Eighty-five (85) workers per 1,000 employed persons were added to the enterprise workforce due to either expansion or replacement while 79 workers per 1,000 employed persons were laid off or quit their jobs. 
  • Eight (8) industry groups namely education; wholesale and retail trade, repair of motor vehicles and motorcycles; accommodation and food service activities; arts, entertainment and recreation; human health and social work activities; financial and insurance activities; electricity, gas steam and air conditioning supply; and manufacturing recorded higher accession rates due to replacement than due to expansion of business. 
  • Mining and quarrying industry posted the highest separation rate at 17.9%. This comprised mostly of employer-initiated separations or layoffs at 16.5% due to end of contracts. 
For this year’s conduct, the respondents of the 2016 LTS with a total of 1,232 enterprises was extracted from the 2015 List of Enterprises which comprised 16,194 business firms/enterprises in the NCR with an employment size of at least 20. The total survey cost was Php 1,913,336.00 or Php 388.25 per enterprise.

The 2016 LTS was cleared for conduct on 27 May 2016 under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act No. 10625 to:
  • ensure sound design for data collection; 
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection; and
  • achieve better coordination of government statistical activities.
In line with this, enterprises in NCR are enjoined to participate in the undertaking.
