The Philippine Statistics Authority Mobile Civil Registry System Outlet client receiving the requested Certificate of Live Birth onsite.

The Philippine Statistics Authority (PSA) and its concessionaire, Unisys Managed Services Corporation (UMSC) piloted the new system for the PSA Mobile Civil Registry System (CRS) Outlet in the City of Candon, Ilocos Sur on 25 March 2024.  

The new PSA Mobile CRS Outlet has the capability to support the servicing of document requests in non-permanent locations such as job/school fairs, government caravans, trade fairs, among others. The PSA Mobile CRS Outlet can even reach those that are in geographically isolated and disadvantaged areas in country.

The system allows the issuance of requested documents for copies of birth, marriage, and death certificates, as well as the application for Certificate of No Marriage (CENOMAR) and Certificate of No Death (CENODEATH) record onsite. The pilot implementation of this new PSA Mobile CRS Outlet is in preparation for its deployment nationwide and is aimed at bringing civil registration services closer to the people.

The same system will be utilized in the establishment of the Local Government Unit (LGU)-operated CRS Outlet that will be piloted in the City of Candon, making it the first LGU-operated CRS Outlet in the country.

The proposed establishment of the first LGU-Operated CRS Outlet, including the timeline, requirements, and operations has been discussed by Undersecretary Claire Dennis S. Mapa in a meeting with Mayor Eric Dario Singson Sr., and the City of Candon officials. Present in the said meeting as well are the following PSA Officials: Assistant National Statistician (ANS) Marizza B. Grande; ANS Kristine Joy S. Briones; and Regional Director Shiela O. De Guzman.

They also conducted an ocular inspection of the proposed location of the LGU-operated CRS Outlet after the meeting.

The LGU-operated CRS outlet is one of the service channels under the Civil Registry System-Information Technology Project Phase II (CRS-ITP2). Through the said channel, the LGU operates and manages the acceptance of requests and copy issuance of civil registry in PSA security paper, including the issuance of                     certificates, such as CENOMAR and CENODEATH, with the same processing time as that of the PSA-operated CRS outlets.
