The Philippine Statistics Authority (PSA) approves the conduct of the 2020 Annual Poverty Indicators Survey (APIS) which will be conducted as rider survey to the July 2020 Round of the Labor Force Survey (LFS).

The APIS is designed to provide estimates for non-income poverty indicators and gather data on the socio-economic profile of families and other information that are related to their living conditions which serve as inputs to the estimation of Multidimensional Poverty Index (MPI).

The data items to be collected in the survey include:

  • demographic and socio-economic characteristics of families;
  • education assistance;
  • health status and nutrition and hunger;
  • social protection;
  • access to government services;
  • housing;
  • water, sanitation and hygiene; and
  • drug awareness and prevention.

A nationwide sample of about 45,000 households will be selected to gather information on poverty indicators. The survey will utilize a budget amounting to    PhP 48.8 million to cover personal services, maintenance and other operating expenses, travelling expenses, supplies, and printing expenses.

The following are key results from the 2017 APIS:

  • In 2017, nearly 6 in 10 families (60%) own the house and lot that they occupy.
  • About nine percent of the estimated 39.2 million Filipinos aged 6 to 24 years old were out-of-school children and youth (OSCY) in 2017. OSCY refers to family members 6 to 14 years old who are not attending formal school; and family members 15 to 24 years old who are currently out of school, not gainfully employed, and have not finished college or post-secondary course.
  • Majority of Filipino families' main source of water supply in 2017 were piped into dwelling (51%), followed by protected well (24%) or piped into yard or plot (7.4%). During the same period, around one percent of families reported that they still rely on natural sources such as rivers, streams. pond, lake or dam and from the rain for their supply of water.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of
Republic Act No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the public to participate in the survey.
