The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2022 Philippine Agriculture and Fishery Extension System Landscape Survey by the Agricultural Training Institute (ATI). The survey will be conducted by the Brain Trust: Knowledge and Options For Sustainable Development, Inc., a third-party organization commissioned by ATI.

The 2022 Philippine Agriculture and Fishery Extension System Landscape Survey will assess the current landscape of the Philippine agriculture and fishery extension system and provide a macro perspective of the country's training and advisory services. The survey specifically aims to:

  1. Identify and describe the major components of the agricultural training and extension support services landscape of the country;
  2. Determine how the value chain approach is being integrated in the design of agricultural extension and training services;
  3. Identify major gaps in the delivery of training and advisory services at all levels – from the national down to the local levels;
  4. Identify outcomes and impacts of training and extension support policies and programs implemented for the past five to ten years;
  5. Identify opportunities for collaboration and partnerships between and among extension stakeholders; and
  6. Assess the level of competence and performance of the agricultural extension workers (AEWs).

Data items to be collected in the survey are the following:

  1. Profile of the AEWs;
  2. Sources of knowledge of the AEWs in agricultural extension;
  3. Methods in conducting agricultural extension work;
  4. Receptivity of farmers and fisherfolks;
  5. Integration of value chain and agricultural extension services; and
  6. Recommendations to improve agricultural extension services.

The survey will collect data from 1,640 AEWs on national government agencies (NGAs) including state universities and colleges, local government units (LGUs), and private sectors (including non-governmental organizations), with a total budget of PhP 2.1 million. Results of the survey are expected to be released in March 2023.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all sampled AEWs to support the said survey by providing the required information.
