The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2022 Updating of the List of Establishments (ULE). This statistical activity is a regular undertaking by the PSA to provide an updated and reliable sampling frame for the establishment and enterprise-based census and surveys.  Specifically, the 2022 ULE aims to revisit and update the status of temporary closed or stopped establishment operations during the previous conduct of ULE.

Data from the List of Establishments (LE) are used by the government in the formulation of policy recommendations and in monitoring and implementation of industry development programs in the country as well as by the private sector.

An establishment, which is the unit of enumeration, is defined as an economic unit which engages in one or predominantly one kind of economic activity; under single ownership or control, that is under a single legal entity; and, at a single fixed physical location.

The updating activity will be conducted from 15 August to 15 October 2022 and will cover an estimate of 62,000 establishments nationwide.

Data items to be collected in the listing are the following:

  1. Business and Registered Name;
  2. Business Tax Identification Number;
  3. Business Address;
  4. Contact Information;
  5. Economic Area;
  6. Franchise Information;
  7. Legal Organization;
  8. Economic Organization;
  9. Nationality of Owner/Major Stockholder/Contributor;
  10. Economic Activity or Business;
  11. E-Commerce Transactions;
  12. Year Started Operation;
  13. Total Employment and Paid Employees;
  14. Workers on Sub-Contract Agreement or Under Manpower Agencies/Contractors;
  15. Total Assets;
  16. Name and Address of Parent Company;
  17. Total Number of Branches;
  18. Maximum Farm Capacity of Establishments Engaged in Livestock and Poultry;
  19. Animal Inventory of Establishments Engaged in Livestock and Poultry;
  20. Establishment general Information;
  21. Status of Operation and Plan; and
  22. Engagement in Online Business Platform.

The 2022 ULE was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondent;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all establishment business units to support the nationwide conduct of the 2022 ULE by providing the required information. An authorized PSA interviewer will visit the establishment to conduct a personal interview. In the case where personal interview is not possible, options to provide information through other modes are available such as Self-Administered Questionnaire in either printed form or fillable-pdf format, Accomplishment of Online Inquiry Form, and telephone interview.
