The Philippine Statistics Authority (PSA) approved the clearance for the conduct of the survey for the study on Impact Evaluation of the Light Rail Transit (LRT) Line 2 of the National Economic and Development Authority (NEDA) on 16 July 2018. The survey will be conducted by Certeza Infosys Corporation (CIC), a third-party organization contracted by NEDA.

The survey aims to compare the assumed benefits of the project during the appraisal vis-à-vis actual benefits realized in terms of the following:
  • rail ridership and impact of the project on the traffic conditions along LRT Line 2 corridor from Recto to Pasig such as but not limited to: available modes of transportation, transport volume, modal shift, and travel patterns
  • savings in the vehicle operating cost and travel time cost for road users from Recto to Pasig
  • road maintenance cost savings due to traffic diversion to light rail
  • price increase of real estate due to subsequent developments that may be attributed to LRT Line 2
  • business productivity multiplier effect arising from the project
  • other indirect impacts
The data items to be collected in the survey include the following:
  • total project cost, opportunity cost and subsidy cost
  • average net income of LRT Line 2 annually
  • average vehicle operating cost and time savings of rail-riders
  • number of business establishments, realtors and service providers around LRT Line 2
  • road maintenance savings
  • value of real estate along the influence areas
  • perception of rail-riders and other relevant groups in project and non-project areas
The survey will collect primary and secondary data from households, rail-riders/commuters, implementers (government agencies), and establishments (realtors and business owners in Quezon City, Marikina, San Juan City and Manila). It will use different data collection methods namely, surveys, Focus Group Discussions (FGD), Key Informant Interview (KII), review and assessment of secondary data, transportation simulation study of time savings, and vehicle traffic count. 
 
A total of budget of Php 689.3 thousand will be utilized for the conduct of the survey specifically for personal services, maintenance and other operating expenses such as travelling expenses, communications, supplies, training and seminar, representation, printing expense and other expenses. The conduct of the survey is tentatively scheduled on the month of August 2018 while the results are expected to be released in September 2018.
 
The survey was reviewed and cleared for conduct under the Statistical Survey Review  and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection; and 
  • achieve better coordination of government statistical activities.
In line with this, the public, establishments and government entities are enjoined to support the said survey. Further, the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA, by any means, does not have control over the agreement between the survey proponent and the third-party entity.
