The Philippine Statistics Authority (PSA) granted clearance to the conduct of the Primary Data Collection for the Baseline Study on Policy and Governance Gaps for the Local Government Support Fund Assistance to the Municipalities (LGSF-AM) on 27 September 2018. The survey is a project of the Philippine Institute for Development Studies (PIDS) in cooperation with the Department of the Interior and Local Government (DILG).
The survey aims to gather baseline information on the current performance of municipalities covered by the LGSF-AM program in the identified key areas of service delivery in infrastructure. The survey also aims to gather and systematically compile information on existing local government units (LGUs) performance indicators and identified policy and governance gaps which will be used to formulate recommendations to address gaps in the following areas:
- Functionality of Local Development Councils
- Quality of Local Development Investment Programs (LDIPs)
- Horizontal and Vertical Linkages of the LDIPs
- Local Service Delivery Systems for the Key Areas of Infrastructure, namely: local access roads, potable water system projects, evacuation centers, and health facilities (Barangay Health Stations/Rural Health Units)
- Resource Mobilization and, to the extent possible, asset management.
Some of the major items to be collected from this activity include the following:
- Information about the LGUs
- Existing plans and vision of LGUs
- Specific roles/assignments of various LGU representatives in the preparation/updating of the Comprehensive Development Plan of the LGUs
- Perception regarding Civil Society Organizations’ (CSOs) participation in the LGU development planning process
- Information about the CSOs
- Nature of organization (type, category, and acquired legal registration/license)
- CSOs Participation in the preparation/updating of the Comprehensive Development Plan of the LGUs
The survey will utilize a total budget of Php 10.3 million for personal services and maintenance and other operating expenses.
Data collection will start in January to February 2019 and the results of the survey are expected to be released in April 2019.
The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data collection;
- eliminate unnecessary duplication of statistical data collection efforts; and
- achieve better coordination of government statistical activities.
In line with this, local government units are enjoined to support the said statistical activity. Further, the PSA is only mandated to review and clear the survey materials through the SSRCS. In the event that the survey proponent hires a third-party entity to undertake the survey on their behalf, kindly note that the PSA, by any means, does not have control over the agreement between the survey proponent and the third-party entity.
