The Philippine Statistics Authority (PSA) approved the conduct of the Survey on Impact Evaluation of the Livelihood Training Conducted for the Victims of Disaster Affected Areas in Leyte, Bohol and Zamboanga City on 28 February 2020. The survey will be conducted by the Bureau of Animal Industry (BAI) in coordination with local government units (LGUs) in Region VII, Region VIII and Region IX.

Results of the survey will provide a benchmark information in improving the intervention programs and other support services to help and assist the victim families in disaster-affected communities. It will also aid program implementers in fine-tuning livelihood programs for target beneficiaries in program areas.   

Specifically, the survey aims to:

  • determine the profile of adopters and non-adopters of the technology, and
  • determine the effects of the meat processing technology on the current socio-economic status of the adapters in terms of income, employment opportunity and education.

The data items to be collected in the survey include the following:

  • respondent’s characteristics such as name, respondent’s cluster, age, sex, years of residency, religion, civil status, highest educational attainment, membership in organization and employment status;
  • social and housing characteristics of the respondent such as type of family, number of dependents, food availability, and other household properties; and
  • economic characteristics and activities such as sources of income, support services availed, volume of meat production, needs and challenges in technology adoption, among others.

A total of 62 individuals who attended the livelihood training program offered by BAI in 2014 and 2016 will be the respondents of the survey. Below is a breakdown of the survey respondents:

These respondents were from the calamity affected areas in the provinces of Leyte and Bohol, and Zamboanga City, which experienced detrimental effects of tropical cyclones, climate change, earthquakes, and Zamboanga siege.

A total budget of PHP 295,000 will be utilized to cover personal services, maintenance and other operating expenses (MOOE) such as travelling expenses, supplies, printing expenses and others (e.g. training, communication, presentation, etc.).

Results of the survey are expected to be released in July 2021.

The survey was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  • ensure sound design for data collection,
  • minimize the burden placed upon respondents,
  • effect economy in statistical data collection,
  • eliminate unnecessary duplication of statistical data collection efforts, and
  • achieve better coordination of government statistical activities.

In line with this, the PSA enjoins the target respondents to support the said survey by providing accurate responses to questions asked by the interviewer.
