The Philippine Statistics Authority (PSA) and the Asia United Bank (AUB) signed a Memorandum of Agreement (MOA) for colocation strategy in mobile registration activities of the National ID system.  

The strategy allows unbanked Filipinos who just finished registering to the National ID system via mobile registration activities to conveniently open a transactional account with AUB’s mobile wallet, HelloMoney, free-of-charge.  

Present during the MOA signing at the PSA Headquarters in East Avenue, Quezon City were key PSA officials, including Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General and Assistant Secretary Rosalinda P. Bautista, Deputy National Statistician of the PhilSys Registry Office (PRO). Meanwhile, officials present from AUB included President and Chief Executive Officer (CEO) Manuel A. Gomez; Chief Transformation Officer, Director, Executive Vice President, and Head of Branch Banking Jacob C. Ng; and Vice President and Chief Compliance Officer Lady Claire C. Dela Rosa.

“Today’s partnership between the PSA and AUB embodies our shared vision of making financial services more accessible to every Filipino, regardless of their socioeconomic background. Through this agreement, we are empowering millions of Filipinos with greater access to digital financial tools—tools that are essential in today’s fast-changing world,” said Usec. Mapa in his keynote message.

Asec. Bautista, in her remarks, expressed optimism for the collaboration and emphasized the impact of financial inclusion for Filipinos.

“I am confident that our colocation partnership with another financial institution such as the AUB will increase the number of Filipinos with transactional digital bank accounts. Together, we can create a more informed and financially inclusive Philippines,” she said.  

Quoting Queen Maxima of the Netherlands, the United Nations Secretary General's Special Advocate for Inclusive Finance for Development, Asec. Bautista added, “'Financial inclusion is not an end in itself, but a means to an end. When people are empowered with access to the tools of modern finance, it gives them the ability to take control of their financial futures.'” AUB President and CEO Gomez echoed Asec. Bautista’s remarks in his message.

“AUB is pleased and proud to be one of PSA's earliest digital partners. Today, AUB is once again marking another milestone with the PSA, becoming the first privately-owned universal bank in the country to be a colocation partner,” he said. “Here's to getting more Filipinos onboarded to the National ID system, unlocking doors with [the National ID] in saying HelloMoney.”  

The colocation strategy is part of the continued partnership of the PSA and AUB, which is the first local bank to integrate with National ID authentication services through their e-wallet application, HelloMoney.

From September 2024 to February 2025, AUB has onboarded around 94,000 Filipinos to the HelloMoney app through the National ID.

Apart from AUB, the PSA also teamed up with other financial institutions for a similar strategy in 2024, such as Dungganon Bank Incorporated, a microfinance rural bank based in Bacolod City, Negros Occidental, and GoTyme Bank.
