29 June 2023 – QUEZON CITY. The Philippine Statistics Authority (PSA) Board recently approved the adoption of the revised definitions by farm classification of swine through PSA Board Resolution No. 11, Series of 2023 entitled, “Approving and Adopting the Revised Definitions of Smallhold, Semi-Commercial, and Commercial Swine Farms.” The said resolution was signed by PSA Board Chairperson and Secretary Arsenio M. Balisacan of the National Economic and Development Authority and was attested by PSA Undersecretary and National Statistician and Civil Registrar General Claire Dennis S. Mapa on 29 June 2023 in Quezon City.

On 13 May 2022, the PSA Board through PSA Board Resolution No. 04, Series of 2022, approved the Revision in the Classification of Livestock and Poultry Farms from Backyard and Commercial to Smallhold, Semi-Commercial, and Commercial Farms, and the Definitions by Animal type. In this resolution, the approved definitions of swine farms are as follows:

ClassificationDefinition 1
Smallhold Farm

Tending:

• 20 heads of sows and below; or
• 41 heads of grower-finishers and below

Semi-commercial FarmTending 21 – 50 heads of sow
Commercial FarmTending 51 and above heads of sow

 

Upon dissemination of the said PSA Board Resolution, the National Advisory Committee for Animal Disease Control and Emergency proposed for an amendment in the definitions of swine to harmonize it with those being used by the Department of Environment and Natural Resources, Housing and Urban Development Coordinating Council (HUDCC), and Bureau of Animal Industry as stipulated in the following documents:

a. HUDCC Resolution No. 674, Series of 2000 entitled, “Approving the Amendments to the Implementing Rules and Regulations Governing the Processing of Applications for Locational Clearance of Poultry and Piggery”; and
b. Environmental Management Bureau Memorandum Circular No. 005, Series of 2014 entitled, “Project Threshold for Coverage Screening and  Categorization for Livestock and Poultry Projects.”

The revised definitions were presented to the Technical Working Group on Livestock and Poultry Statistics, Interagency Committee on Agriculture and Fishery Statistics, and to the private sector as represented by the National Federation of Hog Farmers Inc. and Pork Producers Federation of the Philippines for approval and endorsement to the PSA Board.

The proposed definitions by farm classification of swine were approved for adoption by the PSA Board. The revised definitions are as follows:

Semi-commercial Farm11 to 50 sow level or 101 to 500 heads
Commercial Farm51 sow level and above or 501 heads and above

 

The PSA will release the retabulated swine inventory from 2010 to 2023 based on the revised definition on 09 August 2023.
