The Philippine Statistics Authority authorized the conduct of the 2017-2018 Survey of Retail Prices of Household Shop Items for the 2017 International Comparison Program (ICP). The survey was cleared through the Statistical Survey Review and Clearance System (SSRCS) on July 4, 2017.
As one of the basic data requirements in ICP, the survey will collect prices of selected food and non-food items (household shop items). ICP was established to provide Purchasing Power Parity (PPP) as an alternative to direct conversion based on exchange rates to compare per capita GDP levels between countries. PPP provided comparisons that are based on prices of hundreds of items divided into 155 categories of GDP, thus avoiding the deficiencies of fluctuating currency exchange rates.
The survey is conducted on a monthly and quarterly basis which covers 320,533 retail establishments based on the List of Establishments with 144 sample outlets per price quotation within the National Capital Region (NCR) and 60 sample outlets per price quotation per province in areas outside the NCR.
The undertaking will utilize a budget of Php 18.8 million which covers personal services, supplies, travelling and printing, and other expenses.
The 2017-2018 Survey on Retail Prices of Household Shop Items was reviewed and cleared for conduct under the SSRCS of PSA, a mechanism implemented by the PSA by virtue of Rule 28 of the Implementing Rules and Regulations (IRR) of RA No. 10625 to:
- ensure sound design for data collection;
- minimize the burden placed upon respondents;
- effect economy in statistical data;
- eliminate unnecessary duplication of statistical data collection; and,
- achieve better coordination of government statistical activities.
In line with this, the PSA enjoins the business establishments to support the said survey.
