The Philippine Statistics Authority (PSA), through its Standards Service (SS), has formally granted survey clearance for the conduct of the Philippine Statistics Authority’s (PSA) “2025 Updating of List of Agricultural Farm Operators and Listing of Marine Fish Landing Centers (ULAFO-LMFLC)”.

To be conducted by the PSA through the National Censuses Service, the ULAFO-LMFLC is proposed to be conducted to have an updated list of agricultural farm operators and updated list of marine fish landing centers for the whole country. Moreover, it aims to come up with a reliable and timely sampling frame for agriculture surveys and commercial and municipal fisheries surveys.

The statistical activity will gather key data for both ULAFO and LMFLC. For ULAFO, the survey will gather information on farm characteristics such as name of operator, residence of the operator, location of the farm, area of the parcel, temporary and permanent crops planted, kinds of livestock raised and kinds of poultry raised. For LMFLC, the data collected will cover the location of the marine fish landing center, peak and lean months, number of boats unloading in a day, average volume of unloaded fish per day per kilogram.

With a total budget allocation of PhP 900 million, the survey will be conducted across all provinces for ULAFO, while for the LMFLC, the survey will be limited to provinces with marine waters.

The data collection is scheduled from September to October 2025.

The survey has been reviewed and cleared under the Statistical Survey Review and Clearance System (SSRCS), a mechanism implemented by the PSA pursuant to Rule 28 of the Implementing Rules and Regulations of Republic Act No. 10625.

The SSRCS covers statistical surveys conducted and/or funded by government agencies, government-owned and/or -controlled corporations, and local government units. It aims to:

    1. Ensure a sound design for data collection
    2. Minimize the burden placed upon respondents 
    3. Effect economy in statistical data collection 
    4. Eliminate unnecessary duplication of statistical data collection efforts 
    5. Achieve better coordination of government statistical activities

The PSA strongly encourages all sampled households and landing centers to actively participate in the ULAFO-LMFLC by providing accurate and truthful information for data-driven evaluation of the agricultural and fisheries sector.
