The Philippine Statistics Authority (PSA) cleared the conduct of the 2017/2018 Integrated Survey on Labor and Employment (ISLE) on 09 July 2018. 
 
The 2017/2018 ISLE aims to generate an integrated dataset on unionism and collective bargaining, employment of specific groups of workers, occupational shortages and surpluses, training of workers, productivity improvement program, and gain sharing practices, employees compensation program, occupational safety and health practices, and occupational injuries and diseases. The results of the survey will be used as inputs to study the industry trends and practices, as well as bases for the formulation of labor policies.
 
A total of 17,000 sample establishments employing at least 20 workers will be covered in the survey across industries nationwide. 
 
The survey will utilize Php 34.7 million to cover maintenance and other operating expenses (MOOE) such as travelling, training, supplies, printing and training expenses; salary for statistical researchers, and encoders; and  communication and miscellaneous expenses.
 
The results of the survey is expected to be released in October 2019.
 
Meanwhile, key results from the 2015-2016 ISLE are as follows:
 
Occupational Shortages and Surpluses: 2015-2016
  • 51.6 percent or 16,144 of the total 31,277 establishments with 20 or more workers reported job openings any time between January 2015 to June 2016. The total available job openings reached at 698,683 during this period. 
  • Services sector reported the most number of vacancies at 514,060 or 73.6 percent of the total.
Unionism and Collective Bargaining: 2016
  • 6.7 percent or 2,099 establishments out of the total 31,277 establishments employing 20 or more workers had unions in 2016.
  • The industry with the highest percentage of establishments with union was electricity, gas, steam and air conditioning supply at 34.1 percent (85 out of 249 establishments).
Occupational Safety and Health Practices: 2015
  • The most common measure/activity practiced among establishments was the appointment of safety/health officers and/or first-aiders in their workplaces which was practiced by 87.2 percent of the total establishments. Followed by posting of safety signages or warnings (84.2%); smoke-free workplace (83.2%); emergency response preparedness activities for earthquake, fire, chemical spills, etc. (79.8%); and regular inspection and maintenance of equipment (79.7%).
  • Among the types of Occupational Safety and Health (OSH) - related trainings and seminars conducted, fire safety training ranked the highest with 80.7 percent or 21,611 establishments. This was followed by emergency preparedness (51.5%) and 40-Hour Basic OSH Training (43.6%).
 
The 2017/2018 ISLE was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No.10625 to:                                                 
  • ensure sound design for data collection;
  • minimize the burden placed upon respondents; 
  • effect economy in statistical data collection; 
  • eliminate unnecessary duplication of statistical data collection efforts; and 
  • achieve better coordination of government statistical activities.
 
In line with this, establishments are enjoined to support the said statistical activity.
