The Philippine Statistics Authority (PSA) clears the conduct of the 2021 Commercial Stocks Survey (CSS). The 2021 CSS is a monthly survey to be conducted by PSA which aims to will generate rice and corn stocks inventory held by the commercial sector in the country.

Since 1980 to 2020, the CSS was undertaken by the National Food Authority (NFA). Starting 2021, the PSA will handle the conduct of CSS in compliance to Republic Act No.11203, “An Act Liberalizing the Importation, Exportation and Trading of Rice, Lifting for the Purpose the Quantitative Import Restriction on Rice, and For Other Purposes”.

The 2021 CSS will provide information relevant to food security policies of the country and supports the data needs of planners, policy and decision makers, and other stakeholders in the agriculture sector particularly the National Economic and Development Authority (NEDA), National Food Authority (NFA) and Department of Agriculture (DA), and the general public.

Information collected from the CSS, together with stocks information from the household, will be used to monitor stocks situation of the food staples and to ensure supply and demand equilibrium, access, and price stability. It will also serve as inputs to the estimation and compilation of national accounts. Information on stocks holdings can guide policymakers on when and how much to import rice especially in time of emergency
The information to be collected in the survey includes volume of rice and corn stocks inventory held in the commercial sector as of the first day of the month.

The survey, with a total budget of PhP 37.8 million, will cover a total of 15,726 establishments nationwide except in the provinces of Batanes, Guimaras, Davao Occidental and Dinagat Islands.

The 2021 CSS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins establishments to participate in the said survey.
