The Philippine Statistics Authority (PSA) grants clearance for the conduct of the 2021 Listing of Marine Fish Landing Centers (LMFLC). The activity will be conducted by the PSA which aims to generate an updated list of marine fish landing centers for the whole country and to come up with reliable and up-to-date sampling frame for commercial and municipal fisheries surveys.

A landing center is defined as a designated place where unloading and trading of fish catch and other aquatic products are conducted. The activity will involve listing and geotagging of all commercial and municipal fish landing centers. A commercial landing center covers fishing operations in marine waters which make use of boats more than three (3) gross tons, while municipal landing center covers fishing operations in marine waters which use fishing vessels of less than three (3) gross tons or fishing activities that do not require the use of any fishing vessel. Also included in the listing are the traditional landing centers which operate within the shoreline where fish catch is unloaded and traded without any regulatory or managing administration.

The listing activity will be conducted on 02 to 31 August 2021 in provinces that are engaged in marine fishing.

Data items to be collected in the listing are the following:

a. official name of the landing center
b. category of landing center
c. type of landing center
d. status of landing center
e. average daily unloading during peak and lean months
f. peak and lean unloading months

The 2021 LMFLC was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10625 to:

a. ensure sound design for data collection,
b. minimize the burden placed upon respondents,
c. effect economy in statistical data collection,
d. eliminate unnecessary duplication of statistical data collection efforts, and
e. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all landing center official, fisherman, boat owner/operator, officer/member of the fisherfolk organization and trader/broker at the fish landing centers in the country to support the 2021 Listing of Marine Fish Landing Centers by providing the information needed. An authorized PSA interviewer will visit the landing centers to conduct a personal interview.
