The Philippine Statistics Authority (PSA) granted clearance for the conduct of the 2022 Small Farmer and Fisherfolk Indebtedness Survey (SFFIS) of the Agricultural Credit Policy Council (ACPC).

The SFFIS is a nationwide survey of small farmers and fisherfolk (SFF) to keep track incidence, nature, extent, and status of borrowings of SFF. The survey is conducted every two to three years which aims to:

  1. analyze the credit and other financing requirements of SFFs;
  2. examine SFF’s accessibility and usage of financial services;
  3. find out the views of SFF on financing and other forms of financial services; and
  4. identify measures to improve SFF’s access to affordable credit and other financial services.

The results of the survey will be used as basis for: (a) Philippine Development Plan of the Agriculture, Forestry, and Fisheries (PDP AFF) sector’s goal to increase SFF’s access to formal credit, and (b) updating the estimates/projections of demand for credit from SFF.

The SFF respondents’ Coronavirus disease 2019 (COVID-19) recovery plan for livelihood activities and the assistance needed to recover from the adverse effects of the pandemic will also be captured in this survey.

The survey will utilize a total budget of PhP 4.8 million to interview a total of 2,700 SFFs nationwide from April to July 2022. Results of the survey is scheduled to be released in October 2022.

The 2022 SFFIS was reviewed and cleared for conduct under the Statistical Survey Review and Clearance System (SSRCS), a mechanism being implemented by the PSA by virtue of Rule 28 of Implementing Rules and Regulations of Republic Act No. 10625 to:

  1. ensure sound design for data collection;
  2. minimize the burden placed upon respondents;
  3. effect economy in statistical data collection;
  4. eliminate unnecessary duplication of statistical data collection efforts; and
  5. achieve better coordination of government statistical activities.

In line with this, the PSA enjoins all the small farmers and fisherfolks to support the 2022 SFFIS by providing the required information.
